The New Year's reference of the leadership of All-Union Communist party (bolsheviks).

Dear comrades!
2010 marked by the important events both in Russia, and in the world becomes property of history. Ominous breath of crisis is forced writhes in spasms the capitalist system based on a money power. In full conformity with logic of capitalism when workers tighten belts, bosses of the capital make profit of crisis, trying to shift its weight on shoulders of the maintained. Also political approach of the capital to the won rights of workers simultaneously amplifies, the anticommunist hysteria, first of all in Europe is untied. However workers all answer it with strikes and other protest actions more actively. A general strike in Greece, strike struggle and mass protest actions in Spain, Italy, Great Britain and other countries became the important events of 2010. There is no doubt that 2011 will be marked by new class battles.
2010 became year of tests and for workers of Russia. Summer fires during which period the power has shown the uttermost incompetence, bloody international collisions in Moscow, a proceeding genocide, the further decomposition of the ruling mode showing not simply neglect, and a devil-may-care attitude to the working people of Russia and anxious that the house animals and the World championship on football of 2018 have opened eyes on original essence of the Russian power much people who was in a captivity of the demagogy erected in a rank of the state propagation. Workers of Russia start to be stirred more actively to action that have shown May events in Mezhdurechensk and the bloody massacre arranged with the authorities over miners.
Medvedev-Putin's ruling semifascist dictatorship in 2010 continued to strengthen repressions against defenders of interests of the working people of Russia, establishing a police regime and even more often using for suppression of the protest power structures of the state and hired gangs. Political murders, a fabrication of criminal cases, separation children on political grounds at parents became realities of today's Russia. In the attempts to prolong existence of a regime of the genocide meaning reduction of the population of Russia on one million the person annually, full disorder of the basic industries, agriculture and a science and simultaneously – possibility of superenrichment of ruling circles and bureaucracy, a ruling mode rejects even the bourgeois rights and freedoms, crushes even the most reactionary Constitution of Russia.
We, Bolsheviks as original spokesmen of interests of the working people of Russia, never we will kneel before executioners and robbers of Russia, never will be, as it is done by turncoats from ideas of communism, to search for "consensus" with a ruling clique and to address to it with exhortative entreaties. Our way – a struggle way for a socialist revolution, and us spiteful attacks of the compromisers impudently appropriating a rank will not stop on this way repressions of a ruling regime, “leaders of the public protest”. 2010 became year of restoration of the basic structures of our party after attempts of its defeat by a ruling mode in 2009. Taken place in the autumn of 2010 XXIV congress AUCP (b) has made decisions which focus party on work in new conditions. The central newspaper of party again began to leave, has renewed the work an Internet site, there were new points of distribution of the newspaper. There is no doubt that in 2011 Bolsheviks will achieve new successes.
We send our New Year's congratulations to all members and candidates in members AUCP (b), to all who in word and deed helps party. Let 2011 becomes year of execution of all your desires! Let light and heat always will be in your families! Happy to you, dear comrades, firmness and courage!

Successfully held in Thessaloniki, the speech of the Movement for the Reorganization of the Communist Party of Greece (1918-55)

The Movement for the Reorganization of the Communist Party of Greece (1918-55) organized succesfully in Thessaloniki's Workers' Centre an event entitled "The timeliness of Marxist - Leninist concept of socialism and communism, and the restoration of capitalism in the Soviet Union 1953 – 1990”. Former DSE guerrillas as well as young people participated in the event.  The speaker was c. Tasos Mpallos, member of the Political Committee of the Movement.

A discussion of the attendees with questions and interventions followed Mpallos's speech.

After the speech and before the questions, c. Isaac Mouratidis, a former DSE guerrilla and political refugee in Tashkent, made an intervention and referred to Khrushchevite and Maoist revisionism and the intervention of Khrushchevite traitors in our Party, the dissolution of the Communist Party and the struggle of Greek Communist against Khrushchevite revisionism led by the great revolutionary communist leader c. Nikos Zachariades.

Parallel to the event, newspaper Anasintaxi as well as publications of our Movement were spread along the participants. The event was propagandized before its holding with posters in the streets and the university campus of Thessaloniki as well as on the Internet.

Results of the presidential election in the Ivory Coast: Respect the popular will, No to reactionary civil war!

After ten years of a social-political crisis that has led to the pauperization of the popular masses, and five years of equivocation, the presidential election in the Ivory Coast has finally been held. According to official figures, participation has been heavy (83% in the first round and about 81% in the second). The results made public by the Independent Electoral Commission and confirmed by the UN delegation in the Ivory Coast gave 54.1% of the votes to Alassane Ouattara and 45.9% to Laurent Gbabgo. However, the Constitutional Council has unjustly declared the elections in 7 regions void and declared Gbabgo the winner. According to our observations, Alassane Ouattara had the support of the voters. The arguments given for the “presidential majority” supporting Laurent Gbabgo and rejecting the results do not hold weight. The Constitutional Council has not been a judge in the elections, but a supporter of Gbabgo. We will soon speak about the disagreements of the protagonists with regard to the results.

The electoral struggle for the presidency has ended with the logically declared victory of Alassane Ouattara. But the rejection of the results of the ballots by Laurent Gbabgo has led to two presidents of the republic being “invested” and two governments. The threat of confrontations up to the unleashing of a civil war is real.

The Revolutionary Communist Party of the Ivory Coast (PCRCI) is convinced that a civil war would be disastrous since it would only aggravate the situation of the popular masses and of the whole country, and strengthen imperialist domination. It is of the greatest importance that everything be done so that the popular will is accepted by all the protagonists. For our part the PCRCI will make every effort to avoid a reactionary civil war that is on the horizon. All actions that attempt to divide the people of the Ivory Coast, to incite them to tribal and racial hatred and xenophobia must be fought and rejected.

At this time the most important and most urgent thing is to do everything to make everyone understand the need to respect the will of the majority shown in the ballot of last November 28 and thus avoid a reactionary civil war.

Therefore, the PCRCI calls on the peoples of the Ivory Coast to say No to fraud, No to reactionary civil war and adventure. We call on the peoples to form committees of struggle against fraud and against the incitation to reactionary civil war. Let us take the road to a better future, that of developing the revolution, which will reconcile Ivoirians with each other.

Justice kidnapped

The resolution adopted by the Third Penal Guarantees Court of Pichincha in the trial established against Marcelo Rivera, National President of FEUE, is a clear evidence of the subjection of justice to the will of the President of the Republic. Undoubtedly, Correa has kidnapped the judicial function

It is not difficult to see that. Saturday to Saturday Rafael Correa ordered either to the public prosecutor, judges or governors take steps to prosecute or imprison those who he believes are a danger to his government. During the days of struggle that college students took out in defense of free education and university autonomy, Correa ordered the arrest of Marcelo Rivera and, later, was introduced against a criminal trial has resulted in a sentence of three years in prison. Concerning the events in Ecuador

CONCERNING THE EVENTS IN ECUADOR

The recent developments in Ecuador, with the popular protests against the neoliberal and unconstitutional arbitrary decisions of President Correa, are of particular interest.

We are sending this newsletter in order to respond to a disinformation campaign that takes place in relation to these developments, and the lack of full information accompanying it.
The majority of the media is talking of a coup against the “leftist” Rafael Correa, something that finds in agreement the bourgeois and “socialists” around the world, who are both condemning it. They are presenting the uprising of some police against their leadership and the army, and their joining the popular protests as a “coup!”

Nothing could be further from the truth. In the communication we had with the Marxist-Leninist Communist Party of Ecuador (PCMLE), which is participating in the National Assembly with elected MPs, we were informed that the Government of Correa, who rules against the wishes of the Assembly is trying to pass the reactionary measures in accordance with the reactionary Right through unconstitutional suppression, is attempting to impose its own explanations, to hide the facts, by putting together the theory of conspiracy, the coup “against the legitimate president.”

These claims can be confusing to the exterior, but not within Ecuador, where the people are upset with the anti-popular measures of Correa’s government Korea and is demanding their withdrawal.

The Movement for the Reorganization of the Communist Party of Greece 1918-55 salutes the protests of the working class and the peoples of Ecuador, supported by the fraternal PCMLE, and salutes its attitude towards the convening of a multi-ethnic assembly of all social organizations in Quito, Saturday, October 2 or within one week.

Democracy in Ecuador is endangered indeed – but not due to the working class, the people and the Left – but first and foremostly by the reactionary Right of Ecuadorthere and the U.S. imperialists, as well as the neo-liberal anti-popular measures that have kept the Native’s Movement and wide working and popular masses in the streets for a long time, which call for the measure’s non-implementation. These measures, have gained the support of the American imperialists, along with President Correa himself, whom the U.S. rushed to support.

The Ecuadorean people has a rich history in the struggle for freedom and has always defeated those who underestimated it.
Today, the people is waging a tough battle for independence and against the enemies of their fatherland.

It is neither the first nor the last battle, but in the end the people will win!

A milestone in Ecuadorian politics

After the crisis of Sept. 30 Ecuador is not the same. These events leave a deep impression and have an impact, inevitably, in the future government’s political behavior, the Ecuadorian people’s movement, the right-wing opposition and more social and political actors in the country.Principio del formulario

Political polarization is one of the sequels, the most enthusiastic supporters of Correa are affirmed and close ranks around their leader, on the one hand, while the credibility of the President’s word is questioned in ever larger sectors. People who long ago lost confidence in Correa today are joined to members of the police troops with their families (deeply resent the brutal way they were treated and suppressed), but also army troops affected also by the veto Public Service Law.

State institutions also appear affected. It is not simple, by the action of the President; there has been an armed confrontation between police and the army. These institutions, called to ensure the stability of the bourgeois state, experiencing internal problems, conflicts with each other, distrust inside of the institution, demoralization, alienation from the head of state, in this last aspect in the case of the National Police. The Assembly, likewise, is greatly diminished in popularity and acceptance for the content of the adopted legislation, which have led to social mobilization of these days. The executive, the same way, beaten out by all these events, because, the above elements affect it directly, but also the growing popular distrust on this.

However Rafael Correa successfully dodged this one, the worst moment of his government so far, in perspective the things are becoming more complex and negative. He asserted his authoritarian profile in the solution to the crisis, but that does not guarantee that social discontent manifested in open protests stop. The riot police is an expression of what happens in the Ecuadorian social tissue of how they solve problems of the sectors which are concerned by a policy that is increasingly closer to the neoliberal governments that have applied for nearly three decades. Ah, but with two additional ingredients: an unmasked authoritarianism and a strong dose of populism.

For some months Ecuador has been the scene of the intensification and broadening of the social struggles that various sectors of the working people, trade unionists, indigenous people, peasants, teachers, student youths, public servants, small business people and pensioners have been developing, to oppose the policies of the government of Rafael Correa that have actually harmed the interests of the country, of the peoples and their organizations, that reinforce and support the neoliberal, privatizing and sellout policies.
The workers have carried out actions in defense of trade union rights that the government has wanted to eliminate; the indigenous peoples throughout the country have fought in defense of water as a vital human resource; the peasant and indigenous communities have been opposing the sellout and predatory nature of the Mining Law; the teachers have been demanding better guarantees for national education, opposed to retaliatory and exclusive evaluations; the students and all the universities of the country are against a Higher Education Law that eliminates university autonomy, student participation in running the university, free admission and other gains and rights; the public servants have mobilized to defend their stability, their gains achieved after long struggles; the pensioners to improve their pensions and their treatment by Social Security; the small business people have been in the streets for a Law that guarantees their right to work, social security and other gains.
These mobilizations and protests have also denounced the position of the regime in favor of the imperialist oil, mining and telecommunications monopolies; in favor of foreign indebtedness under disadvantageous conditions; of involving the country in Plan Colombia and promoting a policy harmful to national sovereignty in signing the Convention of the Rights of the Sea (CONVEMAR).
President Correa has responded to these actions of struggle and denunciations by the social organizations, with a repressive policy that is causing fatal and wounded victims and great material damage as in the cases of the attack on the village of Dayuma, on the miners of Azuay, the murder of Shuar [one of the indigenous peoples of Ecuador - translator's note] professor Bosco Wisuma, the violent eviction of the miners of Zamora and other actions. Leaders of worker, indigenous, peasant, student and teachers' organizations, have been detained, indicted and persecuted; they are the objects of abominable attacks and slanders through a resounding and excessive campaign of the big media that the government controls, accusing them of being "mediocre," "terrorists," "corrupt", etc.
In this framework, on September 30 in various parts of the country there took place the rebellion of police troops, the seizure of barracks, the taking to the streets, in response to the approval by the Legislative Assembly of Public Service Law and the presidential veto, which took away from the public workers a series of benefits, gains and subsidies that they had won in the course of several years.
The mutinous troops denounce these acts, they even demand change in the top levels of the institution, but they never called for a change of government or for its overthrow; rather they asked for a dialogue, the cessation of the authoritarian attitudes and that their situation be attended to. Under these conditions, that fight of the police troops is added to those of other popular sectors in defense of their aspirations, their rights and gains.
We revolutionaries, leftists and communists take it as our duty to support this and all struggles that defend the popular interests and those of the country. We consider it a fallacy to say that these actions are part of a "conspiracy" against democracy, against the established government and that it is part on an attempted "coup d'état" of the "fascists," of the "right," with the "participation of the left," without proving these statements in any way.
The insistent denunciation by the regime of the supposed "coup d'état against Ecuadorian democracy" immediately brought out support by the U.S. government and the UN; but at the same time it also generated statements from the UNASUR [Union of South American Nations], of the governments of the region such as Venezuela, Bolivia, Argentina, Paraguay, and also of Colombia, Chile and Peru.
It is also necessary to point out that most of the social organizations, which have demanded their aspirations, have created lines of demarcation and denounced the real or supposed actions of conspiracy of the right, of the old ruling parties, the oligarchies and imperialism. In this way CONAIE [Confederation of Indigenous Nationalities of Ecuador], ECUARRUNARI [Movement of the Indigenous People of Ecuador], the trade union federations, the Popular Front and all its organizations have stated this, so that the accusations of a conspiracy fall by their own weight.
The Head of the Joint Command of the Armed Forces, General Ernesto Gonzalez, himself supported the constitutional order and insisted on the request for the revision or elimination of the Public Service Law, the cause of the conflicts, when he appeared on the unlimited and obligatory broadcast on all the mass media of the country as ordered by the government. He also stated to the media the request by all the spokespersons of the rebellious police that their needs be attended to. The well-known "conspiracy against democracy" that the government and its servants denounce, does not exist at all......
The events were serious and generalized, but they got out of hand, when displaying his arrogance, in an openly imprudent attitude, Correa went to face the rebels and received the rejection, even the irascible excesses, of those in the Quito Regiment; he remained isolated in the Police Hospital from where during the night he was removed by a surprising and disproportionate military operation which was spread by radio and TV to the whole country, putting at serious risk the life of the chief executive himself, causing several fatalities from this action, tens of wounded, serious damage to the facilities of that hospital.
After his spectacular exit, Correa arrived to the applause and cheers of his supporters at the Grand Plaza, to repeat his authoritarian, arrogant and intimidating poses; to accuse without proof, to distort the truth and to call for "public punishment", that he "will not forgive or forget" the conspirators, etc.
We revolutionaries, communists, workers and peoples know clearly that democracy is an achievement of the masses won over hundreds of years and therefore we defend it despite its limitations and exclusions. Representative democracy is an expression of the power of the ruling classes, it protects their interests; for the great majority, for the working classes, it continues to be rhetoric in whose name it excludes them and rides roughshod over them. Knowing these concepts clearly, the social struggle, the actions of the workers and peoples, even the rebellion of the police troops, did not propose or plan to break the institutional life of the country and even less is it the result of the conspiratorial desires and coup makers of the right, the old ruling parties and imperialism. The road of the workers and peoples, of the revolutionary left is clearly defined, it is the independent march in search of its definitive liberation and in the daily struggle for its social and democratic rights, aspirations and gains.
We must state, nevertheless, that the governmental sermon that a "coup d'état" took place was successful and it confused a sector of public opinion within the country and abroad. In the popular arena things are clear. The events of yesterday are a new episode in the social struggle.
Beyond the vindictive and retaliatory attitudes and the sanctions that the regime applies, it leaves deep wounds in the police troops and various social sectors; the government of the "citizen's revolution" that is now singing victory should know that the struggle of the workers, the youth and peoples continues; because we continue to be in crisis, injustice is continuing, social inequalities are increasing and acts of corruption are everywhere and not sanctioned. The energy, the social struggle and the aspirations for real change continue to be a banner for ever larger sectors of our people. The popular consciousness grows!
Let us demand the elimination of presidential vetoes and the anti-popular and anti-national elements of the related laws such as the reforms of the Hydrocarbon Law, the Law of Territorial Order, of Public Services, Higher Education, the Code of Public Finances and other that harm the workers, youth and peoples. Similarly, we demand the immediate abrogation of the "state of emergency," because the government itself has stated that there is no internal commotion.
Today it is time to work more insistently for the unity of all the sectors that defend our just aspirations, social gains and rights; for those of us who are fighting for a future better. This is, without a doubt, the strength of the peoples, this is the guarantee of our victory!

Correa without his mask

After being elected president of Ecuador in 2009, by promising to make dramatic changes in his country, in what he called a "citizen revolution", Rafael Correa left side of his program of change and began to adopt a neoliberal policy of tightening the salaries of civil servants, budget cuts in social programs, strong repression of the popular movement and total subservience to the U.S. government.
The police riot that occurred on September 29 was not therefore an isolated incident. For months the popular movement held strikes and demonstrations demanding better living conditions and dialogue with the government of Correa. He, however, refuses to engage with popular organizations and orders to arrest anyone who criticizes his government, as it did with the student and president of the Federation of University Students of Ecuador (FEUE), Marcelo Rivera, who was arrested nine months ago under the infamous prosecution of terrorists.
Indeed, an intense struggle is unfolding in Ecuador. On one hand, a people conscious of their rights and their strength, that does not accept a government that demeans the union movement, indigenous peoples, peasants, teachers and leftist parties and disregards their rights. On the other, a president who although elected by the people, behaves arrogant and dictatorial.
Correa's coup
On day 29, the police and much of the country's armed forces revolted against the arbitrary decision of Rafael Correa to end the payment of bonuses to the military, which would lead to a reduction in current salaries by more than 30%.
Aware of the uprising, Correa, of malice aforethought, went to the Rules of Quito, where the police were holding a demonstration. Entered the building and no one beat him or touched him. Correa asked for a microphone and was attended by police officials, who expected the president declared to be favorable to trading. But Correa was surprised and began to provoke the police saying, "You are an ungrateful group of thugs." "If you want to kill the president, here it is! Kill me. "
The police started yelling and Correa could not talk anymore. An aide put a mask against the gas pumps, the same as Correa ordered the police to play against the striking teachers.
Strangely, Correa was the one who got sick. No advisor to the president even without the mask had nausea or staggered.
After provocation, Correa asked the Army to withdraw to the barracks, although he was not arrested. Next was the Palace and gave an interview accusing the police of seeking to make a coup.
However, Correa himself was giving the coup against democracy in Ecuador to declare state of emergency to suppress freedom of organization, expression and manifestation
and give the army the right to raid homes and arrest anyone who wants without court authorization. Correa measures were immediate and strong support of Hillary Clinton, Secretary of State of the United States. There is even suspicion that before the decree, Correa called the White House.
Democracy is at risk but in Ecuador. But the main conspirator against it's own that President Correa wants to rule in a dictatorial manner as he revealed his decree establishing a state of siege against the people who decided to build a nation free from foreign domination and that no longer accepts being deceived or humiliated.
This is Rafael Correa unmasked.
The people of Ecuador have a rich history of struggle for freedom and always defeated those who underestimated him. Today, most live a hard fight for independence and against the traitors of the motherland. Not the first nor the last, but in the end will win again.

The future will be bleaker than the present for all working people and oppressed nationalities. The Eighteenth Amendment to the Constitution awaiting passage through Parliament seems a harbinger of that. Every aspect of the amendment seems designed to send to the grave the few freedoms and democratic rights that the people have enjoyed so far. At the same time, it paves the way for implementing a more fascistic dictatorship than what we have today. The indifference of the people who do not seem to realise the inherent dangers of the amendment will exact heavy price. Those who are at the forefront to reinforce such a dictatorship by an individual and their collaborators are knowingly betraying the country, the working people and oppressed nationalities. Hence the New-Democratic Marxist-Leninist Party urges that the people should understand the ulterior motives of the Eighteenth Amendment to the Constitution awaiting passage through Parliament, and oppose and reject it.
The General Secretary of the Party who expressed the above view on behalf of the Central Committee on behalf of the Politburo of the Party further added in his statement that all the constitutions that have been introduced during the colonial period and after have failed to reflect the aspirations of the people. They had as their basis the interests and needs of the affluent and wealthy classes and the forces of imperialism that sided with them. The present constitution allowing the practice of personal one-party dictatorship was introduced in the same manner by JR Jayawardane. During the past thirty-two years this country and its people have undergone continued suffering under it. The Eighteenth Amendment is being introduced in defiance of the expressed wish of the people that such a constitution should be rejected outright and with the ulterior motive of further reinforcing personal one-party dictatorship as well as prolonging the rule by a family.
Therefore everyone who cares for the working people and oppressed nationalities of the country should oppose the Amendment. The New-Democratic Marxist-Leninist Party in its statement also urged the genuine left, democratic and progressive forces to come forward to work in unity to secure and defend democracy and the welfare of the people along the path of totally transforming the present constitution.

With a huge military deployment, only applicable for large battles, the Colombian army, monitored and directed from the Pentagon, bombed the rebel camp of the FARC-EP in which the commander Jorge Briceno, Mono Jojoy was, causing his death Like others of his comrades. The joy of Colombian President, Juan Manuel Santos is enormous cause of this "success" and criminal operation. Days before this event, the armed forces of that country dealt a further blow to the insurgent group, for that Santos gave thans by the cooperation of the Army of Ecuador.

In these same days the U.S. government approved the award of an additional $ 15 million for the implementation of Plan Ecuador, according to its inspiring, aims to combat drug trafficking and promoting development in the Ecuadorian side of the border with Colombia. It came amid official visit to the Ecuador defense minister, Javier Ponce, made to the United States, where he met with Pentagon chief Robert Gates. About the things that are knew in public Ponce asked to US insist Colombia to makes a militarily control in the border with our country. Surely the Minister will have arrived in other agreements on behalf of the Ecuadorian government. Ecuador has deployed more than 10 thousand militar effectives on the border with Colombia, a figure never covered in the past, fulfilling the role of retaining wall to the Colombian rebel forces, the military readiness necessary for the implementation of Plan Colombia. Since Hillary Clinton was here, on this land was also the secretary of state of the U.S. to Latin America, Arturo Valenzuela, Javier Ponce now visit the Pentagon and Juan Manuel Santos thanked the Ecuadorian government for their military service in the counterinsurgency fight. There are not simple visits, are manifestations of a government policy of rapprochement and agreements with U.S. imperialism. Something stinks in Carondelet.

All together, to refuse to pay for the crisis

For international solidarity

General strike in Spain, demonstrations in Italy, Greece, France and international demonstration of trade unions in Brussels. The 29th of September is an important day of mobilization for the working class and the working people to refuse to pay for the crisis, to say "no" to the plans of austerity that neoliberal and social-liberal governments, the European Commission and the IMF want to impose on us. They have begun with Greece and the workers and the people of this country have been the first to say “no”, with the support of the workers and people of the other countries who have expressed their solidarity.

Everywhere, the aim of reducing the social budgets is to carry out a huge transfer of wealth from the Labour in favour of Capital, to guarantee the profits of banks, of the biggest monopolies. Hundreds of billions of public money are given to banks and big firms to save the profits of shareholders. Eleven million of millionaires in the world are getting richer, whereas more than one billion of human beings suffer from utmost poverty.

The bosses are firing massively by putting workers in concurrence on the European and international level. They blackmail on working places in order to lower the wages and impose flexibility, the generalization of part-time jobs, imposed mainly to women.

Governments are privatizing and dismantling the systems of social welfare, gained by the struggles of the workers, and more specifically the system of pension, in order to offer new markets to banks and private insurance companies, to private monopolies. By struggling against privatizations, for better wages, for jobs, the workers of public sector of education, health are also struggling for the popular sectors that need these social services.

In order to launch this frontal attack, bosses and governments try to divide the people, by developing chauvinism and racism, as we can actually see in France with the ugly campaign against Roma and immigrants. They want to criminalize the social movement bu reinforcing the control and repression against the" dangerous classes" ; the Youth, the inhabitants of poor suburbs and all those who resist to this policy of social regression.

The workers are struggling all together, to defend their rights and the same rights for all, even for the undocumented workers who are part of the working class.

The fierce concurrence for the control of markets and primary resources is expressing itself in conflicts and wars. The ugly war waged by imperialist powers and their armed weapon, NATO, against the people of Afghanistan, has also as the background the control of the gas pipe-lines and the raw material of this country.

Therefore, we say; "we shall not pay for your crisis; we shall not pay for your wars"

Let’s develop the solidarity, the support to the struggles and resistances, between the people of all the countries

In all countries, workers and peoples’ resistances are developing, to oppose the attacks of Capital and to reject this policy of putting us in concurrence each others. The class solidarity is our weapon for developing the support of their class brothers to the workers of each country, in order to combat all together.

The crisis of the capitalist system is severe; its social and environmental dammages, the conflicts and wars due to this crisis, make it urgent and necessary to impose a policy which provokes a rupture with this system; a policy of unity and struggle, unifying all the victims of this system.

As parties and organisations referring to the working class, we claim our conviction that the only true, lasting and effective issue to the crisis of capitalist imperialist system makes necessary its reversal and the establishing of socialism.

Hail the struggle of the working class, of the youth, of the people, to refuse to pay for the crisis of capitalism!

No to austerity!

The Movement for the REORGANISATION of KKE 1918-55 (member of ICMLPO) supports and participates in the Day of action all over Europe in September 29, which is organised by trade unions all over Europe.

We are actively participating.

Final Statement of the 22nd International Encampment of the Anti-Fascist and Anti-Imperialist Youth

Selcuk, Turkey, August 2010

We held an international meeting of youths from August 3 to 12 in Selcuk, Izmir, bringing together 3,000 young people from 20 different countries. During this 22nd international meeting we discussed the problems of youth, the peoples and all of humanity, such as the environment and the world. We shared our dreams and ideals and we debated our problems and their solutions. In the name of the participants of the camp, we thank and we greet our brothers and sisters in Turkey who organized this camp, the representatives of the working class, trade unions, doctors, nurses, engineers and our friends of all occupations who put their abilities at our service.

We are surrounded by unemployment, reactionary forces and imperialist wars.

Capitalism, as a system whose only aim is to obtain maximum profits, is again in a deep crisis on a global scale. The capitalists impose unemployment and poverty on the working youths to get out of the crisis that they themselves have created. The future of the youth is dim due to laws against labor. Pensions, social security, free education and health care have become inaccessible for the new generations. While this system is creating this kind of a world for youth, it is placing special emphasis on expanding racist, fascist and nationalist ideas, increasing the individualistic and competitive values, the degeneration of culture and drug use among the youth.

It organizes education for its own interests and needs while it keeps it under the commercial tomb of privatization. It tells the youth of working class families that they do not have the right to education if they do not have the money to pay for it. Together with general education, our possibilities to gain access to science, literature and the arts are under threat. Unscientific ideas of a medieval type are implanted to put the youth to sleep.

Parallel to the deepening of the crisis, the governments of countries with large immigrant populations continually use racist and fascist policies aimed at the worker and immigrant youths to block the common struggle of the workers and youths. While the imperialist states reinforce the racist and fascist parties, they cut back on the rights and the liberties already gained under the name of the “fight against terrorism”.

The 22nd International Encampment of the Anti-Fascist and Anti-Imperialist Youth is a meeting of the rebellion of youth against the restrictions on the right to education and the attempts to place the cost of the crisis on us.

Our camp, which was held under the slogan “For Work, Education, Peace and Fraternity of the Youths of the World”, is an international call to fight against the policies of imperialist war, racism, the reactionaries and fascism.

The youth of the world has similar problems; therefore our fight must be united.

What brought us together, young people of 20 different countries of Latin America, Europe, Africa, the Caucasus and the Middle East, are our problems and our demands. Our ten-day stay proved that we have similar problems even though we come from different countries and continents.

In order to carry out such a large meeting, we had the support of each one of the organizations of the working class and intellectuals. The fighting workers, great intellectuals who are on the side of the workers, the youths, the peasants in their fight against monopoly looters for the security of their lands and the provision of water, and the representatives of the oppressed peoples in their fight for their freedom have strengthened us. The artistic and cultural activities that we held with artists and intellectuals during these 10 days helped us to understand the importance of the need for progress and the flourishing of realist and socialist arts and culture. Women are under a double oppression and exploitation in terms of class and gender. The workshops and debates that we held during the camp are testimony to our firmness in the struggle to put an end to discrimination against women by gender and to the strength of the struggle for young women in particular. Another subject on which we focused was the fight against the destruction and contamination of the environment, nature and historic structures caused by the rapacity of capitalism to obtain maximum profits. As youth, we state that we will not ignore the destruction of our environment by capital.

The youth of the world is fraternal

The practices in the camp have shown how peace and fraternity can be achieved among young people of different nationalities. We understand that wars, with exception of those for national and social liberation, are conducted by a handful of imperialists and their collaborators.

In this meeting we debated and decided to develop a global position against the occupation of Iraq and Afghanistan by the imperialist powers headed by the United States; against nationalism and racism that has been incited against the struggle for national liberation of the Kurdish people within Turkey; against the oppression of the Palestinians and the attacks on Lebanon by the Israeli Zionist government; against the imperialist blockade of Iran. We discussed the imperialist provocations in the Caucasus, the tension between Colombia and Venezuela and the preparations for war by imperialist forces such as those of the United States and the European Union in other parts of the world, together with representatives of the youths of those countries or neighboring countries. During our camp, near the coast of the Aegean Sea, we developed our fraternity and friendship in spite of the opposite policies of Greece and Turkey. We declare that we will not stand aside but we will reinforce our fight against those policies.

On the other hand, we condemn the reactionary and fascist pressure and attacks against the leaders of the workers and youths in several countries, particularly Ecuador and Tunisia, and we express our solidarity with them. Once again, we call upon the youth of the world to unite and fight against the imperialist wars and reactionary and fascist oppression.

The crisis belongs to capitalism, but the future is ours!

The discussions in the camp show that the general policies of the crisis and their effects on the workers, unemployed youths and students are similar on an international level: the increase in unemployment, growth of poverty among the masses of youths, the difficulty in access to education, cutbacks to public investment in the social and cultural fields, etc. It seems that all these international problems are experienced in different regions within a single country!

Moreover, we saw in our meeting the possibility and necessity of fighting against these attempts to place the burden of the crisis on us. We have various examples of the fight against these policies of crisis, such as the mobilization of more than 2 million people in France last June to protest the pension reform and the fight of the undocumented workers, the student mobilizations in Germany against the costs of the university with some successful results, the 6 general strikes in the last 6 months in Greece, the workers of state monopoly TEKEL in Turkey who carried out a determined struggle for 78 days, the fights of the peoples of Latin America against the attacks and repression by the United States, the fight of the people of the Dominican Republic in defense of their lands and all the other struggles in the rest of the world. All these struggles and the victories achieved show us the path to follow. What this system presents to us is not impossible to change. We can solve our problems by means of an organized struggle.

Our discussions have also shown us the aspiration of the youth worldwide for a world without exploitation and wars, and that their interests demand the formation of such a world. Unless the means of production are snatched from the hands of that handful of parasites and are socialized, unless the working class and the peoples of the world establish their own political power, we, the young people, cannot get rid of unemployment, poverty, wars and massacres.

Our call is the call of all the youth around the world

Our slogan “for the fraternity of the young people of the world” appeals to our natural human aspirations. The problems against which we are fighting have a common cause: we all live in capitalist countries where profits and competition are considered sacred. And we all share the same destiny. Therefore, our common struggle, friendship and solidarity cannot be hindered by our differences in race, language, religion, culture and country. We do not have to kill or die for the realization of imperialist interests in the employ of imperialism. We do not want to pay the cost for the conflicts of interest within imperialism.

It is time to take part in the struggle for our demands and aspirations, for our right to work and education, against those who make our lives unbearable and miserable; a world without unemployment, poverty, hunger, wars and without national repressions is not possible under the hegemony of capitalism; such a world is only possible with Socialism.

The youth of the world shouts once again:

Long live the fight for work, education and peace!

Long live the fight for the liberation of the oppressed peoples!

Long live International Solidarity of the young people of the world!

Down with fascism and imperialism!

Declaration of the Latin American and Caribbean Regional of the ICMLPO

It is not true that the present crisis of capitalism-imperialism is passing and in definitive recovery, as the spokespersons of imperialism proclaim. On the contrary, it is broadening and deepening in all the economies of the countries of the planet. This is strongly striking the productive, financial and commercial sectors. But mainly, it is attacking the lives of the workers in all continents, the dependent peoples and countries. Its most dramatic effects are seen in the tens of millions of workers dismissed, in the decline in wages and cuts in social services.

This crisis that broke out within U.S. imperialism has extended to all continents, without any country being able to escape it. Therefore, big capital and its governments are carrying out aggressive economic, political, social and military actions so that the dependent countries and people are the ones who pay for it. They are strengthening their invading armies and prepare regional wars such as in Iraq and Afghanistan, and supporting occupations such as that of Palestine by Israel.

However, in all countries and particularly in Europe, the working class and peoples are giving an important response with mobilizations and general strikes that show their rejection and their willingness to fight against the economic policies of imperialism and the bourgeois governments. The struggle of the working class and youth in Greece stands out.

The US is strengthening its role as an imperialist country, it is trying to assert its positions and continue its hegemony in Latin America. Facing the resistance of the peoples and the winning of important democratic and patriotic positions, it is strengthening its political and military offensive: in continuation of the implementation of Plan Colombia it is installing seven military bases, modernizing the Fourth Fleet and reintroducing it along the coasts of the Americas, it is implementing Plan Merida in Mexico, the coup in Honduras, the military occupation of Haiti, strengthening the blockade of Cuba, as well as the ideological and political offensive, promoting paramilitarism, anti-drug "operations," the militarization of the regimes, etc.

It is trying to recover the political and economic control of the democratic and patriotic countries and governments that denounce and confront it, using open and disguised mechanisms of intervention and aggression, the active processes of destabilization in Venezuela, Bolivia and Nicaragua.

The imperialist countries of Europe, mainly Germany, England and Spain are expanding their direct investments and credits and are stimulating trade in the region. Several Latin American countries have adopted and others are discussing free trade agreements with the European Union. These relations of economic dependency transcend politics.

For several decades, Japanese imperialism has been extending its tentacles, primarily financial and commercial, in the region, making it one of the powers that is contending for domination of Latin America.

In recent years, Chinese imperialism has ventured with force into the various countries of Latin America. It is making direct investments in mining, oil, civil construction, etc. It is developing a commercial assault in all the countries and has become a creditor to the governments. The Chinese offensive in the region has grown significantly and it is contending with the United States and other imperialist countries.

In Latin America and the Caribbean, the crisis has serious repercussions, mainly on the poorest and most dependent countries. It is submerging the economies of the States in a drastic reduction of productive capacity, in serious fiscal deficits, in a general reduction of their Gross Domestic Product (GDP). It is causing an increase in the foreign debt, a rise in dismissals and unemployment, the growth of underemployment and of the informal sector. It is causing serious cutbacks in public spending and social security, and a furious onslaught against the political, economic, social and cultural gains. Although the crisis may show some fluctuations and signs of recovery, it has not yet touched bottom, it continues to sharpen and its social, economic and political effects affect the life of the countries and the conditions of the working classes, the peoples and youth of the continent.

For several years there has been a significant rise in the struggle of the masses. The popular movements are reviving, broadening and becoming increasingly politicized. The struggle in defense of sovereignty, against imperialism, for the defense of natural resources, against looting and indiscriminate exploitation is revitalizing the social movements. The confrontation against repression, the violation of human rights, the criminalization of the social struggles, the militarization and paramilitarism, coups d’état, the struggle for democracy and civil liberties are part of the action of the working masses and youth; the trade union movement is valiantly fighting against dismissals, for the right to work, for wage increases, in defense of the right to strike and collective bargaining, for the right to democratic unionization, for social security and decent pensions. The peasants are conducting vigorous struggles for land and their rights in all countries; the indigenous peoples are standing up, defending their rights and joining in the struggle for social change; the working women and ecologists are joining their actions in the process of emancipation of the workers and peoples.

The rise of the struggle of the masses is coming together with the failure and exhaustion of neoliberal policies, with the sharpening of the contradictions among the bourgeoisie and among the imperialists, creating new scenarios and conditions that are favorable to the development of class combats of the working masses, of the peoples and youth, for the work of the left-wing and revolutionary organizations and parties.

The demands of the struggle of the masses do not have only had the stamp of defense of their gains, but they have developed a content for change. This aspiration is deepening and is being projected into the electoral political struggle, expressed in the vote for the parties and organizations that propose change, for the proposals of the left, helping to elect democratic and progressive governments, some of which are holding high positions in defense of sovereignty, of the rights of the peoples and are fighting against imperialist domination and the attacks of internal reaction, such as in Venezuela and Bolivia. On the other hand, the pressure of imperialism and reaction is causing several of those governments to fall into reformist and developmental policies, of conciliation with imperialism and the oligarchies; they are moving to the right, and consequently are confronting and repressing the trade union movement, the social organizations, the indigenous peoples, the left-wing organizations and revolutionary forces, as is happening in Ecuador with the Correa government.

This social and political process, the development of the struggle of the masses, the involvement of significant sectors of the middle strata and classes, is coming together in the formation and development of a Tendency for Patriotic, Progressive and Left-Wing Change that is influencing the social and political life of all countries, to varying degrees and levels.

This Tendency is expressed in the development of the anti-imperialist consciousness of the workers and peoples, in the decision to fight for the government, for social change. Within this Tendency the revolutionary ideas, the decision to fight for the overthrow of imperialism, the destruction of capitalism and the building of socialism are expressed vigorously and in development; in this task our Marxist-Leninist parties, together with other revolutionary organizations, are fulfilling our responsibilities.

In this new scenario, the development of the social struggle, the affirmation and growth of proletarian revolutionary positions, of the Marxist-Leninist forces, are faced with the responsibility of unmasking and fighting against all sorts of theses and proposals of a reformist and diversionist character within the workers and popular movement. Some of them are exhibited by the governments; in particular, we must pay attention to the so-called "citizen’s revolution,” "Bolivarian revolution," the preaching of peaceful revolution, of the revolution by the "vote,” of "21st century socialism." These circumstances place on the agenda the ideological and political struggle between revolution and reformism.

The development of the Tendency for Change is changing the relationship of forces in Latin America, it has led to the existence of several democratic and progressive governments at the same time that, as a response of imperialism and reaction, it is building openly pro-imperialist governments such as those of Colombia, Mexico and Peru.

The momentum of the struggle of the workers and peoples, the consistent positions of several governments and the willingness of others to renegotiate dependency are giving rise to the emergence of anti-U.S. political initiatives at the level of countries and governments, such as ALBA (Bolivarian Alliance the Americas), the organization of Latin American and Caribbean States, excluding the U.S. and Canada. There is also the formation of UNASUR (Union of Nations of South America), the establishment of the Bank of the South, and a virtual currency, the Sucre, as a means of payment for trade between member countries. We proletarian revolutionaries support these initiatives, as part of the confrontation with the imperialist policies of the U.S., while we warn of their limits and we work to assert the anti-imperialist consciousness of the peoples in their struggle for social and national liberation.

We Marxist-Leninists take into account the development of the social and political struggle, their advances and achievements, we are present in all arenas; we fully support the various progressive and patriotic measures while we warn of the illusions that they can arouse among the masses. We insist that real change will come about as a result of the overthrow of imperialism, of the burial of capitalism by means of the organization of the social revolution, of the seizure of power by the revolutionary road and with the building of socialism.

To organize the revolution we must lead the working class and peoples in the struggle against the crisis and its effects. We insist that the definitive solution of the crisis, for the benefit of the workers, will only happen with the revolution and socialism. Any other alternative only means palliatives, proposals for the recomposition of capitalism. This statement in no way means to stand idly by in dealing with the effects of the crisis on the working masses. It demands that we stand up, at the forefront of the struggle of the working class, of all those exploited and oppressed by capital and imperialism to struggle against dismissals, for the rise in wages, for non-payment of the foreign debt, against the sell-out policy of the governments, for the building of a revolutionary confluence with the working class at the head, involving the peasantry, the poor, the indigenous peoples and the youth; for the affirmation of the ideas of change, for the ideals of the revolution and socialism

Let the rich, the ones responsible, pay for the crisis!

To the crisis, the only solution is revolution!

The monstrosity of the abolition of the last social security rights “passed”

The working class, against workers’ patrons of every kind, has to answer decisively: without a united, massive, militant trade union movement in workplaces, without first-degree trade unions in firms, without the common struggle of the workers, the unemployed, and the immigrant workers, the absolute abjection cannot be confronted.

On 8th July whatever was left from the so-called “social security” was wiped out. It is a joke, to say the least, to speak of whether the bill was exactly in accordance to the “memorandum” and the demands of the triple occupation of Commission-ECB-IMF, or surpassed them. What is certain is that the essentially semi-colonial position that the country is in after its financial bankruptcy enables imperialists and their underlings to abolish even the most basic rights, which had been established through struggles, since it is the working class and the city and village poor that have been continually paying the destructive policy of those who, by stealing them continually and for years, are now burdening them with all the consequences of their crimes and looting.

The question is different: How this issue, which the capitalists had not been able to finish off completely all these years, despite multiple attempts, now passed with just a few “shots in the air?” How do a heavily hit working class and the numerous poor popular layers seem unable to express their anger in action and resist, turning despair into a force of punishment, and giving an answer to the robbers of their pains. How does another bill that leads to poverty and absolute abjection passes, without the whole country trembling from the workers’ militant reaction. Is it because of the heat? Of the fatigue because of demonstrations? Of the absence of transportation means? No more alibis…

Apart from the worker patrons of all kinds’ line of class collaboration, which prevented the workers from resisting to the great annihilating storm, there is also the absence (intense weakening) of the trade union movement, the fact that every worker, immigrant or local, unemployed, or half-employed, IS ALONE, without the inter-feeding of struggle to partial struggles giving strength and making I into WE. The fact that not only the “class unions.” but trade unions in general, are absent, and moreover the Khruschevite quasi-left (“K”KE), with its disruptive tactic makes the trade unions’ mess even more comfortable for the bosses, helps capitalists by hiding reality in the passing of all anti-worker measures, while it fails to articulate a discourse that will make workers realize the position they are in, perceive the priorities, fight in the context of concrete and elaborated political goals, so that the theories of “only-ways” are written off and the required in today’s condition militant OPTIMISM that takes and takes again people out in the streets more and more massively emerges.

This specific statute that was passed, surpassed all previous monstrosities: Giannitsis’s bill, Sprau Committee’s reports, Sioufas’s and Petralias’s bill, and so on. It enacted the pension right at 65 years of age with 40 years of work (with ridiculous regulations of mutual fulfillemt of the two unnatural limits and even more ridiculous transitional clauses), for both men and women, anticipating that the age limit might rise in the future due to the increase of life expectancy (!). All these in a country, which, according to its specific structure, those that are hit are not only the veteran toilers, who are not allowed to rest after their productive contribution, even for a few years. The working future of the youth is also hit, with the unemployment levels at 30%-35%, since this will render impossible their entry in the labour market, in conditions of extended recession. And of course, women are hit, who faced for years an “embargo” in relation to their entry in production, and today are paid 20% less for equal labour, and of course there is no provisional policy for aid concerning the bringing up of children and work at home. In order for the age and work limits to be secured, heavy penalties for reducing the pension wages at 6% each year, in the case of “early retirement,” are established.

Pensions, after the new measures of imposing taxation (LAFKA) on them at 3-9% when they are surpassing the “luxury limit” of 1400 euros (!), and after the 13th and 14th pension has already been abolished, have already suffered a decrease reaching 30%. With the imposition of the new mode of calculating pension (multiplying pension wages with a compensation percentage of 1.2%), the worker will merit 48% of the pensioned wage (40 years of work X 1.2%), having a decrease the class of 40% at least, since the overall work life will be calculated through the average salary during the complete work life duration (whereas until today it was calculated according to the last 5 years of work life). It is understood that due to the inflation, this average will be constantly adjusted. But even these pensions cease to be fully guaranteed – as it is constitutionally defined – by the state. A shameful allowance of 360 euros is defined as “basic pension,” when no readjustment rate is provide for it, and it remains as just that, a guaranteed pension, while in reality it will be given according to criteria of income. All subsidiary pensions, and whatever is mentioned as “compensative pension,” cease to be guaranteed (because of the “deficits” of the robbed security funds), and therefore, in the name of a real or by pretext financial circumstance, the workers’ money is in the air and it might not be given to them. Let capitalists and their political servants answer here: When for decades they placed the security funds’ reserves as investments to the Bank of Greece with a rate of interest at 1% and an overwhelming inflation (so that they return as free money back to the capitalists), when the same reserves were being gambled, in order for lootings to take place, in the stock market and structured bonds, had the state – which then guaranteed the pensions fully – ever compensated the insured workers?

The already essentially cut “hazardous” occupations are cut down conclusively at 10% of all professions, since a committee, which will define them unilaterally and irreversibly, is appointed from a zero basis. And we are talking about an abolition of the very few occupations that were left, when nurses are still not included, when workers at cleaning services at Organizations of Local Self-Government entered the list only 3 years ago after strikes of decades. As a result, at least 5-8 years of labour will be added in a great number of occupations that have significant grind and high danger.

The treatment of disabled insured people is being intensified, rather than being humanized. With the pretext of the “tweedlers” that bourgeois parties have been giving and will continue to give to the disabled, on the one hand all – even the obviously disabled from the beginning – are being submitted to re-examination through a central body, intensifying the disgrace of forcing people on wheelchair to be examined each year, to see if they “have been healed.” Furthermore, it is stated barefacedly that the criteria will be stricter, replacing medical conclusions with financial directives, and giving the signal: generally less pensions for the disabled.

In a racist crescendo against immigrant workers, instead of establishing the state’s obligation to grant them, when it is needed, a lawyer and translator to fight back the bureaucracy of pension-giving, a prerequisite of pension-receiving is set with the conditions of staying in Greece for 35 years, regardless of their age upon arriving to Greece and their age when they were registered in the social security bureau. There is no need to mention more about the meaning of this regulation.

We also choose not to mention other partial issues concerning the attack on widows’ pensions, the pensions of parents of heavily disabled children, for the list is endless. It is only worth mentioning that regarding the capitalists’ contribution evasion, the statute does not mention anything specific with a program and with a requirement of regulating the data that first and foremost torpedoed the social security system against the workers. It is a hoax as to how the only specific thing mentioned is the imposed of a pseudo-contribution on the part of civilians employing workers at domestic occupations (servants, gardeners, etc., as it is mentioned).

The specific security monstrosity “was passed earlier,” as the government-servant of the troika is boasting about. It was passed at the same time when the respective bill concerning labour has not been submitted, and yet is being implemented for months now, and with the de facto abolition of collective bargaining, as this was ratified with the “collective agreement” signed by the workers’ patrons and sellouts of GSEE, in an essentially full acceptance of all demands of the capitalists. The “class” paternalistic PAME condemned them in a verbalistic fashion, but only with words and until that point. PAME was reminded by the similar departmental work agreements it is signing when it controls Federations, the anti-worker policy the Khruschevite follows in “party businesses,” invoking the collective agreements in the work departments they belong to. And all workers’ patrons quiesced guiltily.

Final Declaration of the XIV International Seminar on Problems of the Revolution in Latin America

Despite the desperate efforts of the international bourgeoisie to put an end to the crisis of the capitalist system and in spite of "optimistic" analysis of the bourgeois economists that from months ago pointed the end of it and the beginning of an economic recovery, today we witness a new moment of further deepening of the crisis of the system, initiated at the end of 2008 in the United States which soon caught the largest economies on the planet and whose effects were felt worldwide. The course of development of this phenomenon has created the impression that this had its origin in the financial sector but this is a crisis of overproduction on consumer goods and, as noted in the previous seminar, its cause lies in the contradiction between the social character of production and private appropriation of wealth and goods, which is presented as the fundamental contradiction of the capitalist-imperialist ruling.

In countries like ours, the effect of the international crisis has accelerated a process of destruction of productive forces, capital natives of domestic industries and jobs. Thousands of our compatriots are forced to flee their homes to sell their labor in more developed capitalist countries where are victims of the super exploitation and xenophobic and racist policies

As in the past, the international bourgeoisie seeks to download on the shoulders of workers and people the mechanisms for achieving economic recovery of the system and its businesses. A Living example is the adjustment measures raised by the International Monetary Fund, Central Bank of the European Union and the governments of Greece and Spain that hitting hard to the workers in these countries.

But people do not conciliate with these measures: they fight against these. These days, more particularly, in Europe the working class plays a key role in the resistance and gets mobilized under the flag of “that the crisis should be payed by the capitalists who are the responsible, not the workers." America, Asia and Africa also are a scene of popular fighting against the crisis and its beneficiaries.

Given its size and intensity this is the most serious in the history of capitalism, however the system won´t collapse by itself. Historical experience shows that it has the capacity to recuperate but it is clear that the negative effects of the crisis causes to the people's mistrust in the capitalism grows and generates better conditions for revolutionary work, that the masses understand that there is no other solution in the frame of this decadent system and that the socialism is the alternative to develop and progress of humanity . Without doubt, this crisis is an opportunity to advance the revolutionary forces.

Alongside these developments, in Latin America there is an important process of the political consciousness developing in the peoples who, at various levels, has been able to identify and isolate the exponents and defenders of the rapacious neoliberalism. In the heat of their combat is set a democratic, progressive and left trend that has caused a change in the correlation of social and political forces in the region. Democratic and progressive governments existing here are the result and expression of this new scenario, but its limits are evident, therefore, beyond their speech, their achievements, with one exception, only serve to bolster the dominant system.

Political conditions in Latin America are good for revolution, for it is no coincidence that the bourgeoisie seek various mechanisms to stop the struggle of the masses or to derail their goals. Old theories were refurbished for this purpose and from within the popular movement and outside it (including governments regarded as progressive) has been claimed the urgent need to achieve social changes that should be made by the way of reforms in the institutional framework respecting the democratic mechanisms and channels. Of course, an institutions and democracy conceived and managed by bankers, big industrialists, landowners, ie by the exploiting classes.

Constitutional and pacifist discourse, which speaks of social and national reconciliation seeks that the conscious of the masses will not go to revolutionary levels and tries that these bet on these reforms in the frame of capitalism as a way to solve their woes. The revolutionaries without the power in the workers´ hands understand that reforms do not play a revolutionary role and it is not possible to end the exploitation of man by man and therefore it is not possible social liberation. We fight for material and political reforms as demands of the masses, circumstantially necessary to improve the living conditions of people, but certainly not as a definitive solution to their problems. limit the struggle to reforms is equivalent to trust in capitalism is to make the game to those in power, is to fall into reformism and social-policy instruments of the ruling classes. From the political point of view we fight for reforms as a mechanism to accumulate forces for revolution.

The workers and peoples must overcome the siren songs that speak of peaceful revolutions, citizens revolutions or XXI century socialism are policy approaches that are functional to capitalism, then, do not take measures to affect the cornerstone on which it stands this system: the private ownership of the means of production. We must end, so revolutionary, the power of the bourgeoisie and this implies to conquer power. To do this we appeal to all forms of struggle and work to incorporate all those classes, social strata and sectors affected by capitalism and interested in social revolution.

The development of the struggle of the masses is an important tendency in the political life of Latin American countries. Workers, youth and people in general struggle for social change, pressure to progressive governments to move forward and radicalize its programs, combat-interventionist policy of imperialism, mainly U.S., reject the presence of military bases Yankees and English object to the plundering of natural resources by foreign monopolies, demanding the recognition of national rights of native peoples, etc., actions violently suppressed by the various governments. We note that, as part of the offensive anti-Communist, is ongoing criminalization of popular protest and political and social leaders with the aim of frighten the masses and stop the struggle: Argentina, Chile, Ecuador, Peru, live this process. In other cases, the ruling classes appeal to the action of paramilitary groups and devices that strike and disappear popular leaders and fighters as in Colombia, Honduras, Mexico, Brazil on our continent, Russia or the Philippines and elsewhere.

The bourgeoisie, a social or neoliberal, demonized popular fighter under the designation of terrorist acts, destabilizing or sabotage; who stands against the status quo is decried as a terrorist, in the name of peace denied the right of peoples to revolt under the pretext of rejecting violence, when in fact exercised at any time against the people. .

The native ruling classes and imperialism are responsible for hunger, unemployment, backwardness of nations, foreign dependence, so are our enemies and attack targets of the revolution. To confront and defeat them we need the wide unity of workers and peoples of the Democrats and leftists, revolutionaries and all social and political forces interested in social transformation, to end the dependency. The struggle of social and national liberations also requires an anti-imperialist unity in a great front of peoples, that especially manifest in the fight against all forms of foreign domination in the defense of sovereign rights and principles our countries.

Participants in the XIV International Seminar reiterate our internationalist vocation, we pledge to work for brotherhood and solidarity of peoples, to work to bring them to victory the triumph of the revolution in our respective countries as the best contribution to world revolution.

Converge in this event various political forces that had the possibility to present and discuss openly and frankly our views, very valuable exercise that should be replicated in our respective countries. We have many points to discuss in the future, so we convened at the XV International Seminar on Problems of the Revolution in Latin America to be held in 2011 in this same territory.

‘Civil Liability for Nuclear Damage Bill 2010’

Trading Indian People’s Life for Multinationals’ Profit

Once again showing its loyalty to the multinationals and imperialist masters the Congress led UPA government is all set to bring the ’Civil Liability for Nuclear Damage Bill 2010’ in the coming monsoon session of the parliament. The Civil Liability for Nuclear Damage Bill, 2010 was introduced in the Lok Sabha on May 7, 2010 which also happened to be the last working day of the Budget session. But due to vociferous opposition it was referred to the parliamentary Standing Committee on Science and Technology for recommendation.

Though the avowed purpose of this bill is to … define the “liability”, arising out of any nuclear accident, of an individual “operator” – independent of (and unaffiliated with) the Government of India.” But even a cursory reading reveals it’s brazenly pro-capitalist anti people bias.

The main features of the Bill are:

  • It defines nuclear incidents and nuclear damage, nuclear fuel, material and nuclear installations, and also operators of nuclear installations.

  • It lays down who will be liable for nuclear damage, and the financial limit of the liability for a nuclear incident.

  • It creates authorities who will assess claims and distribute compensation in cases of nuclear damage. It also specifies who can claim compensation for nuclear damage, and how compensation can be claimed and distributed.

  • It specifies penalties for not complying with the provisions of the Bill, or any directions issued under it.

This government has been propagating that the Nuclear Liability bill would kick-start the process of construction of nuclear reactors thus solving the much needed energy requirement of the “growing India”. The protagonist of Nuclear energy needs to be asked one question, if nuclear energy is so efficient then why the USA for more than three decades has not installed new nuclear power reactors!

Is the nuclear energy the panacea for India’s power problem? The statistics reveals a different picture. As of now, the electricity production from nuclear energy stands at 4,120 MW, which is a little less than 3% of the total installed capacity of power plants. Even if we are to add a 100,000 MW in the next 10 years, as the Ministry of Power is assumes, what is the best-case scenario for nuclear power? According a study conducted by the Planning Commission’s entitled Integrated Energy Policy, 2006, it assumes that taking the most optimistic scenario, the electricity production from nuclear plants would be 15,000 MW by 2015 and 29,000 MW by 2021. This would be about 7% of total energy produced. That too when this highly optimistic figure is met!

What would be the cost of this? A green field nuclear plant costs about $4 billion. The technologies would have to be imported from US that too with several strings attached and a typical plant takes somewhere between 5 to 6 years, so claiming that the nuclear energy is the only viable and alternative left for Indian, sounds hollow.

The bill real intention is giving a free hand to the private companies and the international nuclear cartel to play with the life of the masses while reaping millions of dollars as mega-profits without any sting attached as demanded by the capitalist pressure group FICCI in its June 2009 Report .

The only raison d’être of private players pushing for this bill is their lust for profit maximization while being free from all liabilities. The American nuclear cartel led by GE and Westinghouse, with open support of the US government has been forcing India to adopt a legislation that would absolve them of all legal and financial liability in case of event arising out of a nuclear accident. This is a clear pointer to the kind of safety measures and standards these companies would adopt while constructing and maintaining the nuclear power plants in this country.

Deliberately, the liability to be paid by the nuclear operators (the private capitalist both multinational and Indian) has been kept abysmally low, to placate the interest of the ‘operators’.

In fact, the Clause 6 (2), states: The liability of an operator for each nuclear incident shall be rupees five hundred crores. The total liability for a nuclear incident has been kept as 300 million Special Drawing Rights (Approximately Rs 2100 crore at current exchange rates) of this the total liability of the operator would be a paltry sum Rs 500 crore or about $110 million. With the further rider, to lower it down to, even paltrier Rs. 100 crore.

If the liability exceeds Rs 500 crore, the central government shall be liable for the amount exceeding Rs 500 crore (up to SDR 300 million). If damage is caused in a nuclear installation owned by the central government, the government will be solely liable.

This means that in case of any mishap the real culprits would be only liable to damage in tune of Rs. 500 crore while the Indian people would be paying the rest of the compensation to the overall limit of 300 million SDR.

First, $110 million cap for the operator, or even higher $450 million total cap, would not cover even one-tenth of one paisa per rupee of damage in a worst case accident.

Further this bill violates the ‘Polluter Pays’ principle and the ‘Precautionary Principle’. In words of the former Attorney General of India, Soli Sorabjee, ‘the Right to Life as enshrined in Article 21 of the Constitution of India’. The bill also goes against significant Supreme Court judgments which have ruled that hazardous and dangerous industries owe an ‘absolute and non-delegable’ duty to the community to ensure safety.

A comparative analysis of similar laws in US and Canada revels the callous attitude of the multinationals and imperialist powers toward the life and property of Indians.

In the US any indemnity to be given in case of nuclear accident is governed by The Price-Anderson Nuclear Industries Indemnity Act (commonly called the Price-Anderson Act), in the event of an accident, the first $375 million is paid by the insurer(s) of the plant. It is mandatory to insure the plant. Beyond that, up to US$ 10 billion is paid out of a fund jointly contributed by the “operators” as mandated by the Price-Anderson Nuclear Industries Indemnity Act. Beyond that, the Federal Government pays.

The Canadian government has introduced a draft legislation on April 16th 2010 known as Bill C-15 which proposes to increase a nuclear plant operator’s liability to Rs 3,000 crores at current conversion rate (which is not only six times the cap of Rs 500 crores contained in the Civil Liability for nuclear damage bill 2010, but it also exceeds the “maximum amount of liability” of about Rs 2,300 crores set out in the bill.) The draft legislation further proposes to increase the civil nuclear liability cap from the existing $75 million to $650 million. The bill further proposes to increase the operator’s financial security of at least $650 million that they have to maintain.

Contrast this with the Civil Liability bills that Indian Government has prepared and the imperialist view of “Indians being an expendable commodity” appears to be true.

There must not be any overall "cap" on the quantum of compensation to potential victims. That is too unjust and inhumane. It has to relate to the actual damages caused. The overall “cap” of 300 million SDR, which works out to about 460 million US$, is even lower than the compensation amount of US$ 470 million ratified by the Indian Supreme Court to the victims of Bhopal Gas Disaster way back in 1989.

This reveals the extent that the Indian ruling class has mortgaged the interest of the common people to the international bourgeoisies and its Indian counterpart the comprador bourgeoisies, turning the country to a neo-colony of the imperialism.

The government of India has to answer the pertinent question: What was the need for this government that it is in such a rush to pass a bill that only favours the international capitalists and imperialists while gratuitously burdening the people of a country. A country where 836 millions (77 per cent of total population) live on Rs. 20 a day or less.

The bill in its current form is an open invitation to disaster giving a free hand to the multinational companies at the expense of the life of common masses, so they reap in maximum profit without any concern for the safety of the people. Another Bhopal is in offing.

This bill has to be opposed, it is high time that the progressive and Communist Revolutionary forces of the country unite and chalk out a clear cut agenda of action to defeat this bill and also the vicious interest of the capitalists and their lackeys. Only a united front of all the radical forces of this country in consonance with the international progressive movement can thwart this nefarious act of the international capital.
