Unilateral entire debt suspension of payments – Greece out of Euro-EMU-European Union

Against the big local capital’s current strategic choice of KEEPING Greece inside EMU-Euro-EU, with the open support of the big bourgeois parties (PASOK-ND-LAOS), as well as the silent support of socialdemocratic parties (“K”KE-SYN) and organizations of the Extraparliamentary Left (KOE-NAR-ANTARSYA-KKE m-l -ML-KKE, etc.)

Today, in 2010, the working class and the whole Greek people as well as the country are undoubtedly confronted with a novel negative and extremely painful financial-political condition for their class interests, as well as the country’s interests. A novel condition, the existence of which has to be initially verified and recognized, and then analyzed. These are necessary premises for the designation of the content and correct orientation of the class struggle of the working class in the current very difficult and crucial period.

The country’s new financial-political condition is characterized by:

1. the deep crisis and bankruptcy of economy,

2. occupation by the “troika” of Commission-ECB-IMF,

3. violent abolition of all workers’ conquests,

4. deterioration of the relations between Greece and EU, to the country’s detriment.

A. Crisis and bankruptcy of the Greek economy.

1. Crisis. The crisis that keeps on shattering the entire capitalist world, as well as our country, burned out for years to come, in the hell that created massive unemployment of hundreds of millions of unemployed-half-unemployed humans, great poverty, hunger and the absolute immiseration of billions on the planet, the final illusory glow of the widely advertised by recently faded myth of capitalist “prosperity”, as well as the celebrated jabbers-myths of bourgeois and revisionist economist about “full employment,” “elimination of unemployment,” and a capitalist development “undisrupted by crises.”

Regardless of its existent singularities and main features as well as the way in which it broke out, this crisis is, as all the previous ones, a cyclical crisis of over-production, the root and cause of which exists within the fundamental contradiction of capitalism, which the other contradictions of this exploitative system are also connected with: the “the contradiction between the social character of production and the private form of its appropriation.”

It derives from here that the periodic crises of overproduction are an inherent and inevitable phenomenon in the capitalist mode of production which accompanies capitalist along its course of development. It is the result of the action and function of objective economic laws despite the contradicting claims of bourgeois economists cultivating the opposite view on the current crisis, seeking its cause within “erroneous financial policies” and limiting it to the “financial sector”: “bourgeois-capitalist circles try to propagandize by every mean the view that this crisis is the result of erroneous economic policies, in particular erroneous financial and monetary policies, which have led to increasing speculation and the “bubbles” in the financial sector. With such positions and propaganda they seek to hide the fact that capitalist economic crises are inevitable stages in the course of capitalist development, that they are the inevitable result of the capitalist mode of production developing in an uneven way, because it is led by profit and the market.”

In contrast to the bourgeois, for revolutionary Marxists, according to Marx, “the general conditions of crises … must be explained through the general conditions of capitalist production.”

The current world economic crisis, as all cyclical crises of over-production emerging from the essence, i.e. the inherent contradictions of the capitalist mode of production, “are never more than momentary, violent solutions for the existing contradictions, violent eruptions that re-establish the disturbed balance for the time being.”

The current crisis could not but also affect the local capitalist economy, despite the contradicting idiotic assurances of the reactionary Karamanlis governments and its indescribable and benighted economic headquarters that the country’s banks and economy are “armoured” against the crisis (and a few days later “endowed” the supposedly “armoured” banks with 28 b. Euros). Indeed, gross flubs of this kind were being uttered at the moment when it was known that the crisis had become manifest in our country before the outbreak of the world capitalist crisis – it became manifest unevenly in various country in terms of time and intensity, as well as sectors – affecting initially the construction sectors, and all its related branches.

The crisis has affected Greek economy more than those of the other member-states of the imperialist EU, as shown in figures (while maintaining relevant reservations) by Eurostat for 2009: investments declined by 13,4% in contrast to 2008, households’ consumption decreased by 1.8%, exports by 18.1% and imports by 14.1. The 2% decline of GDP shown by Eurostat is in reality much larger, while actual unemployment surpassed 15%.

Predictions for 2010 are much more unfavourable, since it is estimated the GDP decline will be at about 4%, while it is expected to have reached 7.5% by 2012, whereas unemployed will have reached 20%. Already in the second quarter of 2010, a 3.5% GDP shrinking was recorded. Construction activity fell by 22.4%, industrial production dropped 4.5%, while inflation 5.5% (in reality it fluctuates between 6 and 7%), and large waves of high prices are an everyday phenomenon. As for the army of hundreds of thousands of the unemployed, some more will be added, which, according to the GSEE’s estimations will have reached, and may have even surpassed, 1.200.000 by the end of the year.

2. Bankruptcy. Yet, besides the multiple problems caused by the profound economic crisis, which is expected to further intensify, the country’s economy was led in 2009 to open bankruptcy, which was already visible to the naked eye from the beginning of 2007 – despite the distorted statistical figures coming to light –, as a result of the application of extreme neoliberal policies by Karamanlis’ government and of dependence by the EU.

The government of the monarcho-fascist party of ND, with K. Karamanlis as prime-minister, is first and fore mostly responsible for the country’s financial bankruptcy, by doubling the external debt (more than 300 billion Euros) and multiplying the deficit by five (more than 30 billion Euros), leading to the country’s triple supervision-occupation by Commission-ECB-IMF. However, the then-opposition parties, the big-bourgeois PASOK and the social democratic “K”KE and SYN (the nazi-fascist LAOS had identified with the politics of ND), are tremendously responsible as well, for not revealing-denouncing this destructive financial course to the Greek people – a course, which at least for the final two years of ND’s governance was completely manifest and, as already mentioned, visible to the naked eye.

The very fact of the country’s financial bankruptcy (the typical statement “Regretfully, we are bankrupt” is not necessary) is questioned by all bourgeois and reformist forces, and even from those of the Extraparliamentary Left.

In contrast to the fabrications of the government and bourgeois politicians that “the country has not gone bankrupt,” along with those of ND and the Khruschevite socialdemocratic parties of “K”KE and SYN, who are also disputing the existence of bankruptcy,1 the bankruptcy is a concrete and painful fact for the working class, as well as the people and the country in general.

An analysis of the relevant economic data can certainly reach the conclusion that the figures composing-indicating in an indisputable way the bankruptcy of Greek economy are: 1. an overwhelming external debt of more than 300 billion Euros, or about 120% of GDP (in a country with a minimal to inexistent industrial production, while even the “production” of waiters decreased with the drop of tourism since last year), 2. a huge deficit of more than 30 billion Euros or 14,5% of GDP, 3. a usurious 7-10% interest rate with a spread of 500-700 bps (an interest rate that only bankrupt countries are borrowing with), 4. inability of “managing”-serving the external debt, 5. the triple severe supervision by the Commission-ECB-IMF and designation of financial politicy not by the elected government but by the delegations of the imperialist Organizations, 6. recourse to the so-called EU-IMF “support mechanism” (i.e. enslavement) for a further loan, again with a usurious interest rate of 5%.

3. Occupation of the country by the “troika”: Commission-ECB-IMF. The extreme neoliberal financial policy of Karamanlis government, the unprecedented looting of public wealth, the successive great scandals, etc., etc., that led the country’s economy to bankruptcy, with the doubling of external debt and the deficit’s surge to 14,5% of GDP, rendered Greece a weak link of imperialist EU and the target of severe attacks of international speculative and usurious capital – in combination with the intense antagonism between Dollar and Euro – leading to an inability of borrowing and the surge of spreads to overwhelming heights. Eventually, the newly-elected Papandreou government, also continuing the destructive neoliberal financial policy, is turning to the notorious and newly-created “support mechanism” of EU and IMF, with first and fore mostly the imperialist EU, as well as the government of PASOK, being responsible.

During this year, the crisis and the bankruptcy of Greek economy also brought to the surface the profound crisis within the domain of imperialist EU, and furthermore, highlighted acutely the relations of servitude, dependence and exploitation of the smaller weak capitalist countries, such as Greece, by the large imperialist countries, first being France-Germany, which not only imposed to Greece a usurious interest rate of 5%, but pressed-are pressing Greece to buy military equipment manufactured in those countries.

All these developments led to an unprecedented, in terms of severity, and long-lasting supervision of Greek economy by the imperialist Organizations and the placement of permanent representatives of theirs at Athens, creating a completely new situation: a new occupation of the country, without troops.

It is certainly a fact that Greece’s incorporation to the imperialist EEC-EU and its entrance to the EMU had as a consequence the drastic limitation of its governments’ role (having an essentially decorative role), as well as of all small, weak and dependent EU member-states, in the outlining of financial politics, since this is determined in its basic directions by the powerful EU monopolies, and are only validated ex post facto by their local puppet-parliaments, thus deepening evern further and reinforcing imperialist dependence. The notorious “Stability and Growth Pact” of the Maastricht Treaty essentially meant an almost absolute loss of national sovereignty for the dependent member-states of the imperialist EU, such as Greece, despite the much-publicized illusory “equal” co-operation-alliance of nationally sovereign states within the EU domain.

Yet, there is no doubt that the current situation is different, much worse than the previous one, and completely new, since all aspects of Greek economy are decided and determined directly and absolutely by the branches of the imperialist Organizations Commission-ECB-IMF. The recognition and realization of this situation requires the intensification of the class struggle of the working class and all broad popular masses against imperialist dependence in general, and the country’s dependence by the imperialist European Union in particular.

But this new occupation – which is obviously accepted and supported by the servile government of PASOK – is disputed by the social democrats of “K”KE by considering it inexistent, beautifying in this way not only imperialist dependence but also its particular further deepening and strengthening. A “talented” social democrat from “K”KE even reached the point of claiming that because NAR-ANTARSYA2 correctly recognize that the country “under IMF’S occupation,” this means that they are “absolving the government and giving shelter to them.”3 Only Khruschevite social democrats are capable of blabbing such incredible flubs.

The appointed members of the Commission-ECB-IMF troika – these unscrupulous and stiffening representatives of European and international capital – are working out the implementation of the most extreme neoliberal measures of cutting down wages and pensions, increasing mass unemployment, poverty and immiseration of broad popular masses, measures of annihilating privatizations as well as plundering of the country’s resources and of turning them over to – mainly – foreign capital, as well as its “poor relative,” the local capital, with catastrophic consequences for the workers as well as the country.

4. Violent abolition of all workers’ gains at all levels. The representatives of the “troika’s” imperialist Organizations and the servile government of PASOK mounted an attack unprecedented in vehemence and intensity – the larger since the years of “the political changeover” – against the class interests of the working class and all working people, embracing all levels – an attack in favour of European and international, as well as big local capital.

All the gains of the workers were demolished and annihilated violently overnight, the peak being 8 July when even the last remnants of the working class’s rights were abolished. The disgraceful “Memorandum” – a “Loan Agreement between Greek Government-European Union-International Monetary Fund” of colonial nature – besides being a monument of servitude, it moreover marks the “graveyard” of workers’ gains. Among others, already “lying” in this “graveyard” are the 13th and 14th pension, as well workers’ 13th and 14th salary, while a pension with a 65-year age-limit and 40-year employment-limit and a way of estimating it that is leading to a 40% decrease was enacted.

The tremendous cut back on wages and pensions, the continuous increase of mass unemployment, the high level of inflation (over 5,5%) and the unprecedented waves of high prices, great tax increases especially in goods of mass consumption, cut backs on social expenses, etc. aggravated the condition of the working class and broad popular masses dramatically, deepening the process of their absolute immiseration to the extreme and confirming afresh Marx’s theory of absolute immiseration, which was repeatedly declared “dead” and “outdated” by the bourgeois and traditional social democrats as well by the social democrats of Khruschevite “K”KE (in 1976, S. Zorbalas, GC of “K”KE’s “Marxist” Research Center claimed that the absolute immiseration of the proletariat did not exist in advanced capitalist countries and the USA: “without excluding absolute immiseration, specifically in some branches and certain popular layers, such as USA’s Negroes and minorities, the proletariat’s relative immiseration is the dominant tendency in these countries.”)4

The working class, despite the relatively massive strikes and marches, the central motto of which was “capitalist must pay for the crisis and bankruptcy,” was not able to hold off the attacks of international and local capital. It could not have cancelled the promotion and implementation of extreme anti-worker/anti-popular measures, because these strikes, with the responsibility of reformist workers’ patrons of GSEE-ADEDY-PASKE-PAME-AP:5 1) did not succeed in even having the necessary massiveness, which is absolutely necessary for aborting the measures, 2) were split, and 3) their major characteristic was an absolute lack of unity. Another contributing important factor was the lack of prompt organizing, as well as many more and successive strike mobilizations. All these factors prevented the exercise of larger pressure to the government of PASOK and their bosses Commission-ECB-IMF.

Certainly, the workers’ patrons GSEE-ADEDY-PASKE-PAME-AP are first, fore mostly and absolutely to blame for this consequence, for they are serving the interests of capital with the reformist line of class collaboration (the activity of the fascists of DAKE (ND)6 is not necessary to mention, since they are nevertheless defending capital openly), for neither wanting not attempting to achieve the MASSIVENESS of strike mobilizations against anti-popular/anti-worker measures. It is obvious that without MASSIVE strike mobilizations, it is impossible to hold off capital’s attacks. Without MASSIVE strike mobilization, through the perpetuation of misery, the “return” of workers into trade unions and the creation of grass-roots trade unions in firms are impossible. Only MASSIVENESS can exercise a significant pressure to any given governments for the abortion of whichever anti-popular measures.

But the UNITY of strike rallies is a presupposition of MASSIVENESS. MASSIVENESS cannot be achieved without UNITY, an issue directly connected to the strikebreaking role of the reformist leaders PAME (the trade-union controlled by the “Communist” Party of Greece-“K”KE).

The strikebreakers-reformist leaders of PAME ― through the permanent fragmentation of strike rallies with their separate gatherings ― helped in the past the government of the monarchofascist party of Nea Dimokratia, with C. Karamanlis as prime minister, to promote and implement all the anti-popular/anti-worker measures; today, by continuing the same disruptive tactic in strike rallies, they are in the service of the government of the big bourgeois PASOK, and they are helping-enabling it to pass the present annihilating measures. For it is not possible for the reformist leaders of PAME to not understand that with their strikebreaking tactic they break immediately the UNITY of strike rallies, obstruct their MASSIVENESS and, thus, render the strike rallies INEFFICIENT before hand.

Here, it is worth reminding that, when the working class managed 10 years ago to hold off the the-then capital attack, forcing Simitis’s government to withdraw the Insurance Bill of Giannitsis, this became possible because the strike mobilizations of that time had been characterized by a UNITY that secured that unprecedented MASSIVENESS – not only in Athens and Thessaloniki, but throughout Greece – with the enormous militant participation of workers in strikes and demonstrations.

B. The Relations of Greece and EU: Continuous deterioration to the detriment of our country

When the Treaty-Agreement for the attachment of Greece to EEC had begun being implemented in 1962, professor Nikos Kitsikis (EDA-United Democratic Left) wrote: “today there might be not so many people knowing that the tempest of the Common Market will eradicate peasant households, sweep and disappear industries, crush small manufactures, afflict the middle layers in a deadly way, create an exhausting competition between Greek professionals and the foreign ones to which we are opening widely the gates, enslave our country under foreign capital with uncountable consequences, increase our trade balance’s huge deficit even more, render immigration an unstoppable bleeding for our work force and a flee in panic from our country, which will get poorer day by day, because it will produce less, since it will not be able to sustain agricultural and industrial antagonism, but will drown in foreign products.”

It is well-known that not only communists and people on the Left – who, for their larger part, were rallying around and expressing themselves politically through the lines of EDA – but also people from other political wings opposed the country’s attachment to the EEC, and this was because of the negative consequences on its financial-political course, as well as opposed its entrance to the EEC (later EU), which took form with the signature of the relevant agreement (28 May 1979) by Karamanlis Sr’s government (the country started participation in the EEC’s decisions from January 1981).

Today, 48 years after the attachment Agreement and 31 years after the agreement of Greece’s entrance to the EEC, the working class and the entire Greek people live the negative consequences of the aforementioned scientific predictions of Nikos Kitsikis as well as others.

It is obligatory to realize and be reminded that the decisions – damaging decisions for the class interests of the proletariat and peasantry as well as of the nation – for Greece’s attachment-entrance to the EU were absolutely the strategic choice of big local capital, the country’s dominant reactionary bourgeoisie.

From that time until a few years ago, the bourgeoisie’s political representatives cultivated a series of myths, such as 1) “equal participation in the EU,” 2) “permanent development,” 3) convergence of EU’s member-states’ economies,” 4) “permanent prosperity” – myths that have now fallen to pieces – while the ultra-reactionary “ethnarch” Karamanlis had the fathomless audacity to speak even about “the fortification of the country’s national sovereignty” during the entrance agreement signature ceremony.

In contrast to the local reactionary bourgeoisie and its representatives’ fictions, with the attachment of Greece to the EEC and above all its permanent entrance to it and then to EU-EMU, very significant changes determining decisively the country’s thereafter course until today took place and shaped a new situation:

  1. The country’s imperialist dependence by EU monopolies is expanded, reinforced and strengthens, and gains an absolute, full and suffocating character,

  2. The exploitation of wealth by foreign monopolies reaches uncontrollable dimensions,

  3. Financial policies, and not only these, are determined exclusively by EU monopolies and serve their own interests, and are decided by Brussels and the imperialist Organizations Commission and ECB,

  4. The economy of Greece has become in these recent years a supplement of the economy of the powerful imperialist countries of EU, mainly Germany and France, and the country has turned into an area of investing their capitals and a market for selling their products,

  5. The difficulties and negative consequences for industry and agriculture are multiplying

  6. A strong constraint of national sovereignty is taking place

In the 48-year period between the agreement for Greece’s attachment to EEC and today, the gap between imperialist EU and the Greece has been constantly deepening and expanding – instead of shrinking – and reached a tremendous degree at all levels – because of the action of the law of uneven economic development within the EU domain – while lately, besides the falling apart of the aforementioned myths, the myths of “protecting-securing the country from bankruptcy” and “decreasing the borrowing interest rate,” since the bankruptcy of Greek economy is now a concrete fact, and the interest rate, after the recourse of Papandreou’s government to the notorious “support mechanism” of EU-IMF is now at the usurious level of 5%. In the final analysis, the country resulted not only to the recent triple occupation of Commission-ECB-IMF, but also the placement of their representatives at Athens, thus erasing every trace of national sovereignty, since these – as representatives of European and national capital – are deciding for everything, including our country’s fortunes, simply giving orders to a puppet-government which deliberately brings forward the measures not only at the expense of the working class and the people, but also of the country.

After the country’s definitive entrance to the EEC, revolutionary communists and anti-imperialist – as well as other forces (“K”KE, Maoist revisionists, Trotskyists, more recently NAR, etc.) for demagogical reasons, as it has become evident by their attitude today – have correctly upheld not only their position for Greece leaving-exiting imperialist EU – which is expressed in the anti-imperialist slogan “Greece out of the EU” – but waged a struggle and promoted with every opportunity the necessity of the country’s exit from the “lions’ den” of big European monopolies.

Today, after the breakdown of the last great myth of an EU “saving” Greece through the “support mechanism (i.e. enslavement mechanism) and the “life-saving” usurious interest rate of 5%, the dramatic, absolutely negative and adverse developments to our country’s disadvantage – the result of the ever-more suffocating dependency by powerful EU monopolies becoming choking-strangulating by the new occupation of Commission-ECB-IMF – are bringing again, with a particular sharpness, to the centre of the political moment the anti-imperialist slogan-position of Communists and anti-imperialists “Greece out of the EU,” placing at the same moment to the agenda as immediate goals of the struggle of the working class and the people: Greece’s WITHDRAWAL of the EUROPEAN UNION, along with the exit from EMU-EURO, the refusal of recognizing the country’s debt and the unilateral entire debt suspension of payments. This is the proposal for struggle by the Movement for the Reconstruction of KKE 1918-55 in this crucial historic period, a period when there is neither a revolutionary condition nor a Leninist-Stalinist type revolutionary party. It is a political goal-proposal in complete opposition and in direct rupture with the big local capital’s current strategic choice of Greece STAYING in EMU-EURO-EU.

C. Greece out of EMU-EURO-EUROPEAN UNION

The foreign and local capitals’ continuous attacks as they are included, among others, in the enslaving “Memorandum,” and promoted by the troika and the government, as well as the very serious consequences in the country’s course springing from its further stay within EMU-EURO-EU are determining the direction and content for the front of struggle of the working class and other working masses and oblige them to struggle on the one hand for the defense of their class interests and the regain of their demolished gains and on the other hand against the new occupation of Commission-ECB-IMF and not only for the country’s exit from EMU-EURO (through the refusal to recognize and pay the debt), but also the direct, here and now, WITHDRAWAL from the imperialist European Union, a proposal which is expressed at a short length in the apropos slogan Unilateral entire debt suspension of payments – Greece out of Euro-EMU-European Union, against, as already stated, the big local capital’s strategic choice of KEEPING Greece in EMU-EURO, but first of all staying within imperialist European Union.

If in the early 60’s the big capital’s strategic choice was the country’s entrance to the EEC, its current strategic choice now is the permanent and further STAYING in the “lions’ den” of big and powerful imperialist EU monopolies, the consequences of which have been paid for years by the Greek people and country.

1. The struggle for defending the working class’s interests and the regain of demolished conquests.

The working class’s first goal in this very difficult period is the defense of its class interests at all levels, the rescue of those few remaining gains-rights from the onslaught of the “Memorandum” and the regain of demolished conquests.

The working class and the entirety of working people did not succeed in holding off the foreign and local capital’s attacks, as these were promoted by the troika and the government and were expressed in the notorious “Momeorandum,” this bring due, as already mentioned, to the reformist worker patrons of GSEE-ADEDY-PASKE-PAME-AP’s traitorous line of class collaboration, the lack of massive in the not promptly declared strike mobilizations, and finally the PAME’S reformist disruptive tactic which permanently undermined the unity and massiveness of mobilizations.

The anti-popular and anti-worker measures are supported directly and indirectly by the government of PASOK, the Nazi-fascist LAOS, and the monarch-fascist ND, while the latter one demagoguely protests “against” the “Memorandum.”

The Khruschevite social democratic parties “K”KE and SYN, as well as the organizations of the extraparliamentary Left stood and stand against the troika-government’s measures and support, with their well-known delinquency, the workers’ demands, although they permanently undermine their struggle with their separate and splitting strike mobilizations, which result in the frustration of the required massiveness and insufficiency.

Through observing the positions of the social democratic “K”KE-SYN, as well as all opportunist extraparliamentary organizations, it is easily seen that they are all limiting the working class’s struggle in the projection and claim of strictly trade-unionist demands. The social democratic leaders of Khrushevite “K”KE, in particular, are going even further, and become self-ridiculed, claiming that the trade-union demands of 35 hours a week-5 days a week-7 hours a day, etc. as well as “full and stable work, public and free Health and Education,” etc. supposedly consist “a radical context of struggle” (“Rizospastis”, 27/6/2010, pp. 10-11) – despite being cut-off from the context of the crisis.

2. The struggle against imperialist dependence – direct, here and NOW, withdrawal of Greece from EMU-EURO-EUROPEAN UNION.

Before referring to the working class’s second front of struggle – a broader and more important than the first one – it is obligatory from the outset to note and underline again the big local capital’s current strategic choice of Greece STAYING inside EMU-EURO-EU, something which is intentionally concealed by all parties and organizations – a reference which allows the better understanding of the current attitude of the various political forces in the country.

The confinement of the working class’s struggle to strictly trade-unionist demands, as this is projected by the social democrats (“K”KE-SYN) as well as the organizations of the extraparliamentary Left (KOE-NAR-ANTARSYA-KKE (m-l)-M-L KKE, etc.),7 even as “having as a spearhead the demands of struggle for the overthrow of the enslaving memorandum of the government-EU-IMF” (“Laikos Dromos,” 3/7/2010, p. 13), is at first sentencing the working class’s struggle to a defensive position, demobilizes and paralyzes it, and second – and more important – disconnects this necessary and of vital importance struggle of the working class for the defense of its class interests from the struggle against imperialist dependence by the EU – a dependence which has caused directly a series of the country’s economic problems, which are impossible to become understood to the required degree by the workers and the people without the struggle against EU, despite the breakdown of the myths attached to the EU.

The big local capital’s current strategic choice of KEEPING Greece inside EMU-EURO-EU is openly supported by the government of big bourgeois PASOK, the monarchofascist ND and the Nazi-fascist LAOS, as well as silently by the two social democratic parties (“K”KE-SYN) and the organizations of the extraparliamentary Left (KOE-NAR-ANTARSYA-KKE (m-l)-M-L KKE, etc.), because exactly in this period they are not posing the issue of Greece WITHDRAWING here and now neither from the imperialist EU nor even from EMU-EURO.

The refusal of social democratic “K”KE-SYN and the organizations of the extraparliamentary Left to pose the issue of Greece WITHDRAWING here and now from the imperialist EU (as well as EMU-EURO) means: 1) abandoning the attitude expressed in the anti-imperialist slogan “Greece out of the EU” and resigning from the conduction of anti-imperialist struggle, 2) silently supporting the big local capital’s aims and strategic choices of KEEPING Greece inside EMU-EURO-EU, aligning completely with its current designs, 3) supporting-perpetuating the country’s dependence by the imperialist EU’s monopolies.

The social democratic leaders of SYN have abandoned the anti-imperialist position-slogan “Greece out of the EU” and are in favour of the country staying within EU, while those of “K”KE, who are sometimes invoking the slogan phenomenally-demagoguely in order to deceive the working people, have essentially abandoned it as well, because firstly, they are also in favour of Greece staying inside EU, as A. Papariga recently confessed in an answer of hers to a relevant question that the exit of Greece from the EU at this moment “is not a solution in itself”8, and therefore they are in favour of Greece staying in the EU, and secondly, they, along with Maoist revisionist KKE (m-l) and M-L KKE9 are transferring and relegating Greece’s exit from the EU to – as far as “K”KE is concerned – the Greek calends, i.e. the “Doomsday” of so-called “people’s power” – “people’s economy)10, and to – as far as the Maoists are concerned – their “socialism” – both of which remain in the confines of capitalism (because all three parties reject violent-armed revolution and smashing the state machinery, and consequently, the Dictatorship of the Proletariat).

Despite all these, the social democratic “K”KE and the Maoist revisionists of KKE (m-l)/ M-L KKE attempted unsuccessfully to construct a “Left” disguise, to appear “more on the Left” by those (NAR, “Left Economists”) who only suggest an “exit from EMU-EURO,” and criticizing them, while at the same time, they are the ones who do not even suggest an “exit from EMU-EURO,” even as a “first reformist step,” and even more they do not suggest the here and now exit of Greece from imperialist EU, and therefore, since they do not do so, it is obvious that they are silently but fully and faithfully supporting the local capital’s current strategic choice of KEEPING Greece inside EMU-EURO-EU.

In opposition to the government and all political parties and organizations, the revolutionary Marxists, i.e. Leninist-Stalinists of the Movement for the Reconstruction of the Communist Party of Greece 1918-55 are proposing, as already stated, the content of the working class and the people’s struggle for this period being the direct, here and NOW, WITHDRAWAL of Greece from the imperialist EU (alongside EMU-EURO), expressed in the position-slogan “Unilateral entire debt suspension of payments – Greece out of Euro-EMU-European Union” – a proposal addressed neither to governments nor to political parties and organizations, but to the proletariat and the peasantry, and first of all to the youth, all working people and the entire Greek people and its mass organizations (trade unions, farmers’ unions, students’ movement, etc.). Concerning the unbearable debt, it must not be recognized and paid by the working class and the people, because firstly it is not their creation, but the creation of the reactionary bourgeoisie, and secondly, it is in a large part the product of speculative usurious interest rates.

It is the only proposal in direct opposition and rupture with the big local capital’s strategic choice of KEEPING Greece inside EMU-EURO-EU, as it is promoted in an auspicious moment and favourable, both in relation to the interior and Europe, situation. It is a proposal and overripe demand for promotion when the myths of imperialist Europe and local capitalism are becoming bankrupt daily in front of the wrathful eyes of the Greek people; the only proposal expressing popular and national interests, and most importantly, it is contributing to the development of an anti-imperialist consciousness for the broad popular masses and is suitable to cause the development of a large, broad, gigantic anti-imperialist movement – this is exactly what big local capital as well as EU monopolies fear –, suitable for the shifting of the necessary and requirement balance of power for the preparation of the future terminal release of the country for imperialist bondage, opening the way of revolutionary perspective, in combination with the fermentation of relevant revolutionary slogans in each phase of the struggle, in the direction of anti-imperialist-proletarian revolution and socialism-communism.

Another random incident or another state crime with a fascist and racist dimension?

On 5 January, a policeman of the DIAS police force (a team roaming the streets on motorcycles and wearing hoods) ran over a 7-year old Roma girl while she was singing the Epiphany Day carols in the streets of Menidi, a suburb of Athens where a lot of Roma people live. According to witnesses, the policeman attempted to blind-pass by the a truck that was in front of him, while driving in a very high speed, and dragged the girl for about 150 metres and left her bleeding and dying. On her transport at the hospital the girl was found dead, and Roma residents of Menidi clashed with the police who came to suppress their rightful anger. According to news reports the policeman was charged with inattentive homicide and left free on bail, while the bourgeois media claim the death as a “random incident.”

As the Movement for the Reorganization of the Communist Party of Greece 1918-55, we believe that deaths by policemen are not random incidents, but are results of the increasing fascisticization and of the Greek society as the choice of the Greek bourgeois state to intensify police presence in the streets, while the moderate “Left” will probably talk about the need of the better training of police forces in order to avoid such “random incidents,” another of which was the murder of 15-year old Alexis Grigoropoulos by the “random” burst of a policeman. Incidents of policemen on motorcycles running over civilians has become the norm in big demonstrations as the serious injury of a protester on the demonstration for the commemoration of Alexis’s death on 6/12/2009 and the most recent workers’ strike of 15/12/2010, when a protester was ran over by a police bike and then arrested.

Furthermore, our organization stresses the fascist/racist dimension of the Roma girl’s killing, which is also evident by the fact that the killer was left free on bail, although if a civilian – let alone a Roma – did the same thing (and left his victim on the street dying) they would be imprisoned promptly. As it became known, the killer was running on a high speed in a residential district without chasing someone, or “doing his duty.” We believe that the speed on which the policeman was running proves that the state and its apparatuses considers Roma people “second-rate citizens,” and is disrespectful for the safety of their lives, even when they are simply walking in the streets. Also, the girl was simply certified dead without further autopsy procedures, and the policeman was not tested for alcohol or other substances (he was probably “frightened” of passing by “the filthy Roma” and that is why he was running so fast), proving that Roma people are not treating in the same way as civilians and children of a rich district would be.

All these are evidence that the girl’s killing was not a random incident but an outcome of the process of the Greek bourgeois state to turn the Greek society into a completely fascist one, through the ever-increasing imposition of police terrorism in the streets of the country, and the racist and class treating of minorities, immigrants, refugees, workers and the poor. We condemn the attitude of the Greek state, demand the paradigmatic conviction of the killer, and call for an increased solidarity to the Roma people and immigrants, who are all our class brothers and sisters.

Results of the presidential election in the Ivory Coast: Respect the popular will, No to reactionary civil war!

After ten years of a social-political crisis that has led to the pauperization of the popular masses, and five years of equivocation, the presidential election in the Ivory Coast has finally been held. According to official figures, participation has been heavy (83% in the first round and about 81% in the second). The results made public by the Independent Electoral Commission and confirmed by the UN delegation in the Ivory Coast gave 54.1% of the votes to Alassane Ouattara and 45.9% to Laurent Gbabgo. However, the Constitutional Council has unjustly declared the elections in 7 regions void and declared Gbabgo the winner. According to our observations, Alassane Ouattara had the support of the voters. The arguments given for the “presidential majority” supporting Laurent Gbabgo and rejecting the results do not hold weight. The Constitutional Council has not been a judge in the elections, but a supporter of Gbabgo. We will soon speak about the disagreements of the protagonists with regard to the results.

The electoral struggle for the presidency has ended with the logically declared victory of Alassane Ouattara. But the rejection of the results of the ballots by Laurent Gbabgo has led to two presidents of the republic being “invested” and two governments. The threat of confrontations up to the unleashing of a civil war is real.

The Revolutionary Communist Party of the Ivory Coast (PCRCI) is convinced that a civil war would be disastrous since it would only aggravate the situation of the popular masses and of the whole country, and strengthen imperialist domination. It is of the greatest importance that everything be done so that the popular will is accepted by all the protagonists. For our part the PCRCI will make every effort to avoid a reactionary civil war that is on the horizon. All actions that attempt to divide the people of the Ivory Coast, to incite them to tribal and racial hatred and xenophobia must be fought and rejected.

At this time the most important and most urgent thing is to do everything to make everyone understand the need to respect the will of the majority shown in the ballot of last November 28 and thus avoid a reactionary civil war.

Therefore, the PCRCI calls on the peoples of the Ivory Coast to say No to fraud, No to reactionary civil war and adventure. We call on the peoples to form committees of struggle against fraud and against the incitation to reactionary civil war. Let us take the road to a better future, that of developing the revolution, which will reconcile Ivoirians with each other.

About the Current Situation in the Ivory Coast

The Ivory Coast has just held its presidential election, the most expensive elections in the world and on Thursday December 2 2010 the CEI (independent Election Commission) declared Laurent GBAGBO defeated. The next day, the Constitutional Council, charged by the existing Constitution to proclaim the final results, invalidated the CEI because the CEI published the provisional results more than 72 hours afterwards. The Council, after annulling the votes in 7 departments, particularly in the north and center, proclaimed GBAGBO the winner. The UNOCI [UN mission in the Ivory Coast] and following it the Western powers rejected the results of the Constitutional Council and said they recognize only the results of the CEI with OUATTARA as the one legally elected according to the law of "certification" of elections in the Ivory Coast conferred on it by the Ouagadougou accords. Each protagonist clings to the results that proclaim him the winner. As a result: one country, two Presidents with the danger of a new civil war.

All the people of Benin are interested in these elections and their outcome as there is the matter of electing the President of Benin. The people of Benin are passionate about these elections and have applauded the (almost) defeat of GBAGBO, because for them GBAGBO is tyrant over the people just as his counterpart, Boni YAYI of Benin, is a tyrant and the defeat of the first foreshadows the defeat of the second. The people know that, just like GBAGBO, YAYI is clinging tooth and nail to power and they are eager for such an end to YAYI. This is good and just, except that the two cases are different.

In the Ivory Coast, the French Government and the other Western powers have made their choice of OUATTARA during and after the civil war and support him; in Benin, Boni YAYI is up to now the choice of French imperialism supported by the European Commission and the UN Development Program. In the Ivory Coast, the CEI has the right to give the provisional results. In Benin, the CENA [Autonomous National Electoral Commission], the counterpart of the CEI, does not. Here the CENA’s role is only to collect and compile the results that it transmits to the Constitutional Court, which publishes the provisional results and has the right to nullify votes, receive protests and proclaim the final results. Here, the Constitutional Court is in the hands Robert DOSSOU and Theodore HOLO, agents of French imperialism and supporters of Boni YAYI.

A former President of Benin, KEREKOU, who knows well what he was talking about, said that the President of Benin is not chosen in Benin but in Paris. And this is true in the current African context where elections are carried out by corruption, buying of votes, fraud, intimidation and lies. It is always people supported politically, in the media, financially and sometimes militarily by the dominant imperialism (French in the case of Benin and Ivory Coast) who win or are declared the winner (in the case of Togo, Burkina-Faso and Gabon). And as it is well established in Benin under the Renewal and elsewhere in Africa, in the elections, it is not always the one who has the most votes at the ballot box who is declared the winner by the institutions charged with proclaiming the results; these institutions are used or ignored or put in competition with each other in order to ensure that the preferred candidate wins.

In the case of the Ivory Coast in 2010, the French had made their choice before the election and that was OUATTARA; they have done and are doing everything for him to win and to enter the Presidential Palace to serve their interests. The "international community" has been mobilized for this purpose and it has even invented a new concept: the certification of the result by the UNOCI which places itself above national agencies, as if the Ivory Coast were a protectorate. This interference in the Ivory Coast by foreign powers is certainly inadmissible for every patriot and democrat; this tramples underfoot its sovereignty, interference up to threats of armed interventions.

As to GBAGBO, behind his speech and nationalist airs, he has ended up by giving everything away to the French and other multinationals and no longer has anything to offer. His brutal, tyrannical and corrupt manners eventually wore out numbers of his original followers and made him a worn out and less credible agent for the French; he cannot contain the rebellion created by the French themselves and OUATTARA, and this requires that the latter take the reins to extinguish the flames of war that they themselves lit and to stabilize the country. GBAGBO has been dropped and must leave.

GBAGBO must go but Alassane OUATTARA is an open agent of international financial capital and, as such, is dangerous both for the people of the Ivory Coast and for Africa. He will be no better for the Ivory Coast as is YAYI for Benin.

The revisionists of “K”KE…

“the ideas of perestroika correspond to the requirements of the reorganization of socialism, and contribute significantly to the development of the modern... theory of socialism, socialism has never been more attractive” (A. Papariga, “Pravda” June 25, 1991) (p. 8-9).

Gorbachev-Papariga: The “brave kids” of Nikita Khrushchev (Moscow, June 1991)

Papariga-Kolozov-Trigazis went to Moscow in June 1991 to meet M. Gorbachev and hand him a statue of Hercules for "his herculean effort to build socialism in USSR"

“As a concept, perestroika rendered invaluable services to the international movement. Of course, during its development certain difficulties arose about which we are concerned.  At any rate, we agree that we should move forward and not go back. Our thesis consists in support and solidarity to CPSU.” (A. Papariga, Moscow, “Rizospastis” 21 June 1991)

The New Year's reference of the leadership of All-Union Communist party (bolsheviks).

Dear comrades!
2010 marked by the important events both in Russia, and in the world becomes property of history. Ominous breath of crisis is forced writhes in spasms the capitalist system based on a money power. In full conformity with logic of capitalism when workers tighten belts, bosses of the capital make profit of crisis, trying to shift its weight on shoulders of the maintained. Also political approach of the capital to the won rights of workers simultaneously amplifies, the anticommunist hysteria, first of all in Europe is untied. However workers all answer it with strikes and other protest actions more actively. A general strike in Greece, strike struggle and mass protest actions in Spain, Italy, Great Britain and other countries became the important events of 2010. There is no doubt that 2011 will be marked by new class battles.
2010 became year of tests and for workers of Russia. Summer fires during which period the power has shown the uttermost incompetence, bloody international collisions in Moscow, a proceeding genocide, the further decomposition of the ruling mode showing not simply neglect, and a devil-may-care attitude to the working people of Russia and anxious that the house animals and the World championship on football of 2018 have opened eyes on original essence of the Russian power much people who was in a captivity of the demagogy erected in a rank of the state propagation. Workers of Russia start to be stirred more actively to action that have shown May events in Mezhdurechensk and the bloody massacre arranged with the authorities over miners.
Medvedev-Putin's ruling semifascist dictatorship in 2010 continued to strengthen repressions against defenders of interests of the working people of Russia, establishing a police regime and even more often using for suppression of the protest power structures of the state and hired gangs. Political murders, a fabrication of criminal cases, separation children on political grounds at parents became realities of today's Russia. In the attempts to prolong existence of a regime of the genocide meaning reduction of the population of Russia on one million the person annually, full disorder of the basic industries, agriculture and a science and simultaneously – possibility of superenrichment of ruling circles and bureaucracy, a ruling mode rejects even the bourgeois rights and freedoms, crushes even the most reactionary Constitution of Russia.
We, Bolsheviks as original spokesmen of interests of the working people of Russia, never we will kneel before executioners and robbers of Russia, never will be, as it is done by turncoats from ideas of communism, to search for "consensus" with a ruling clique and to address to it with exhortative entreaties. Our way – a struggle way for a socialist revolution, and us spiteful attacks of the compromisers impudently appropriating a rank will not stop on this way repressions of a ruling regime, “leaders of the public protest”. 2010 became year of restoration of the basic structures of our party after attempts of its defeat by a ruling mode in 2009. Taken place in the autumn of 2010 XXIV congress AUCP (b) has made decisions which focus party on work in new conditions. The central newspaper of party again began to leave, has renewed the work an Internet site, there were new points of distribution of the newspaper. There is no doubt that in 2011 Bolsheviks will achieve new successes.
We send our New Year's congratulations to all members and candidates in members AUCP (b), to all who in word and deed helps party. Let 2011 becomes year of execution of all your desires! Let light and heat always will be in your families! Happy to you, dear comrades, firmness and courage!
Our New Year's congratulations to all who, without dividing completely our sights, not in words, and in practice defends interests of the working people of Russia! Let 2011 becomes year of unity in our struggle against exploiters and compromisers!
We send our New Year's congratulations to brotherly communistic and revolutionary parties! Let 2011 will be marked by new victories in your struggle against our general class enemies – imperialism and its puppets!
Our New Year's greetings to the comrades, thrown in reaction torture chambers, to comrades against whom the bourgeois justice fabricates criminal cases, to the comrades, compelled because of political prosecutions is far from the Motherland! Let all these tests remain in 2010, and 2011 becomes for you year of freedom and a celebration of justice!
Our New Year's congratulations to all fighters for interests of the workers, all fighters against reaction, against operation of the person by the person, to all fighters for peace, progress and a socialism!
Let 2011 becomes year of successes of revolutionary struggle!
Happy New, 2011,Year, dear comrades!

The first Secretary the Central Committee of All-Union Communist party (bolsheviks) Alexander Lapin.

Justice kidnapped

The resolution adopted by the Third Penal Guarantees Court of Pichincha in the trial established against Marcelo Rivera, National President of FEUE, is a clear evidence of the subjection of justice to the will of the President of the Republic. Undoubtedly, Correa has kidnapped the judicial function

It is not difficult to see that. Saturday to Saturday Rafael Correa ordered either to the public prosecutor, judges or governors take steps to prosecute or imprison those who he believes are a danger to his government. During the days of struggle that college students took out in defense of free education and university autonomy, Correa ordered the arrest of Marcelo Rivera and, later, was introduced against a criminal trial has resulted in a sentence of three years in prison. Correa also ordered against several popular leaders, including Mery Zamora, president of the National UNE, William Pazmino UNE of Guayas, forcing them to remain in hiding, also asked that action be taken against the mayor and prefect of Esmeraldas. Overall, In general to more than a hundred popular fighters face prosecution against them for the crime of protesting. Always regarded the protest as a right, the same Constitution recognizes the right of resistance and a series of letters and international legal instruments recognize the right to claim, to free expression, individual and collective mobilization, but in Ecuador it has become a crime. With the resolution of the Third Court is clear that Correa orders and the judges fulfill, but also the criminalization of popular protest is taking shape. If the popular movement allows that this position predominates, the voice and action of the social movements in general will be located like destabilizing calls and conspiratorial actions. already Correa called in this way the struggle of peasants against the Water Law also to the people that resist to large-scale mining and open pit. Criminalize social protest equivalent to put in the same rank of the common criminal to liders of protest actions or struggles and organizations that are behind them as unlawful associations. Such adjectives we've already heard in the words of President.

Concerning the events in Ecuador

PRESS RELEASE
CONCERNING THE EVENTS IN ECUADOR

Athens, October 3, 2010

The recent developments in Ecuador, with the popular protests against the neoliberal and unconstitutional arbitrary decisions of President Correa, are of particular interest.

We are sending this newsletter in order to respond to a disinformation campaign that takes place in relation to these developments, and the lack of full information accompanying it.
The majority of the media is talking of a coup against the “leftist” Rafael Correa, something that finds in agreement the bourgeois and “socialists” around the world, who are both condemning it. They are presenting the uprising of some police against their leadership and the army, and their joining the popular protests as a “coup!”

[…]

Nothing could be further from the truth. In the communication we had with the Marxist-Leninist Communist Party of Ecuador (PCMLE), which is participating in the National Assembly with elected MPs, we were informed that the Government of Correa, who rules against the wishes of the Assembly is trying to pass the reactionary measures in accordance with the reactionary Right through unconstitutional suppression, is attempting to impose its own explanations, to hide the facts, by putting together the theory of conspiracy, the coup “against the legitimate president.”

These claims can be confusing to the exterior, but not within Ecuador, where the people are upset with the anti-popular measures of Correa’s government Korea and is demanding their withdrawal.

The Movement for the Reorganization of the Communist Party of Greece 1918-55 salutes the protests of the working class and the peoples of Ecuador, supported by the fraternal PCMLE, and salutes its attitude towards the convening of a multi-ethnic assembly of all social organizations in Quito, Saturday, October 2 or within one week.

Democracy in Ecuador is endangered indeed – but not due to the working class, the people and the Left – but first and foremostly by the reactionary Right of Ecuadorthere and the U.S. imperialists, as well as the neo-liberal anti-popular measures that have kept the Native’s Movement and wide working and popular masses in the streets for a long time, which call for the measure’s non-implementation. These measures, have gained the support of the American imperialists, along with President Correa himself, whom the U.S. rushed to support.

The Ecuadorean people has a rich history in the struggle for freedom and has always defeated those who underestimated it.
Today, the people is waging a tough battle for independence and against the enemies of their fatherland.

It is neither the first nor the last battle, but in the end the people will win!

A milestone in Ecuadorian politics

Editorial of En March, 5th October, 2010 –organ of the Marxist-Leninist Communist Party of Ecuador (PCMLE)

After the crisis of Sept. 30 Ecuador is not the same. These events leave a deep impression and have an impact, inevitably, in the future government’s political behavior, the Ecuadorian people’s movement, the right-wing opposition and more social and political actors in the country.Principio del formulario

Political polarization is one of the sequels, the most enthusiastic supporters of Correa are affirmed and close ranks around their leader, on the one hand, while the credibility of the President’s word is questioned in ever larger sectors. People who long ago lost confidence in Correa today are joined to members of the police troops with their families (deeply resent the brutal way they were treated and suppressed), but also army troops affected also by the veto Public Service Law.

State institutions also appear affected. It is not simple, by the action of the President; there has been an armed confrontation between police and the army. These institutions, called to ensure the stability of the bourgeois state, experiencing internal problems, conflicts with each other, distrust inside of the institution, demoralization, alienation from the head of state, in this last aspect in the case of the National Police. The Assembly, likewise, is greatly diminished in popularity and acceptance for the content of the adopted legislation, which have led to social mobilization of these days. The executive, the same way, beaten out by all these events, because, the above elements affect it directly, but also the growing popular distrust on this.

However Rafael Correa successfully dodged this one, the worst moment of his government so far, in perspective the things are becoming more complex and negative. He asserted his authoritarian profile in the solution to the crisis, but that does not guarantee that social discontent manifested in open protests stop. The riot police is an expression of what happens in the Ecuadorian social tissue of how they solve problems of the sectors which are concerned by a policy that is increasingly closer to the neoliberal governments that have applied for nearly three decades. Ah, but with two additional ingredients: an unmasked authoritarianism and a strong dose of populism.

The PCMLE Regarding the Events of September 30

Marxist-Leninist Communist Party of Ecuador
Central Committee
The PCMLE Regarding the Events of September 30

For some months Ecuador has been the scene of the intensification and broadening of the social struggles that various sectors of the working people, trade unionists, indigenous people, peasants, teachers, student youths, public servants, small business people and pensioners have been developing, to oppose the policies of the government of Rafael Correa that have actually harmed the interests of the country, of the peoples and their organizations, that reinforce and support the neoliberal, privatizing and sellout policies.
The workers have carried out actions in defense of trade union rights that the government has wanted to eliminate; the indigenous peoples throughout the country have fought in defense of water as a vital human resource; the peasant and indigenous communities have been opposing the sellout and predatory nature of the Mining Law; the teachers have been demanding better guarantees for national education, opposed to retaliatory and exclusive evaluations; the students and all the universities of the country are against a Higher Education Law that eliminates university autonomy, student participation in running the university, free admission and other gains and rights; the public servants have mobilized to defend their stability, their gains achieved after long struggles; the pensioners to improve their pensions and their treatment by Social Security; the small business people have been in the streets for a Law that guarantees their right to work, social security and other gains.
These mobilizations and protests have also denounced the position of the regime in favor of the imperialist oil, mining and telecommunications monopolies; in favor of foreign indebtedness under disadvantageous conditions; of involving the country in Plan Colombia and promoting a policy harmful to national sovereignty in signing the Convention of the Rights of the Sea (CONVEMAR).
President Correa has responded to these actions of struggle and denunciations by the social organizations, with a repressive policy that is causing fatal and wounded victims and great material damage as in the cases of the attack on the village of Dayuma, on the miners of Azuay, the murder of Shuar [one of the indigenous peoples of Ecuador - translator's note] professor Bosco Wisuma, the violent eviction of the miners of Zamora and other actions. Leaders of worker, indigenous, peasant, student and teachers' organizations, have been detained, indicted and persecuted; they are the objects of abominable attacks and slanders through a resounding and excessive campaign of the big media that the government controls, accusing them of being "mediocre," "terrorists," "corrupt", etc.
In this framework, on September 30 in various parts of the country there took place the rebellion of police troops, the seizure of barracks, the taking to the streets, in response to the approval by the Legislative Assembly of Public Service Law and the presidential veto, which took away from the public workers a series of benefits, gains and subsidies that they had won in the course of several years.
The mutinous troops denounce these acts, they even demand change in the top levels of the institution, but they never called for a change of government or for its overthrow; rather they asked for a dialogue, the cessation of the authoritarian attitudes and that their situation be attended to. Under these conditions, that fight of the police troops is added to those of other popular sectors in defense of their aspirations, their rights and gains.
We revolutionaries, leftists and communists take it as our duty to support this and all struggles that defend the popular interests and those of the country. We consider it a fallacy to say that these actions are part of a "conspiracy" against democracy, against the established government and that it is part on an attempted "coup d'état" of the "fascists," of the "right," with the "participation of the left," without proving these statements in any way.
The insistent denunciation by the regime of the supposed "coup d'état against Ecuadorian democracy" immediately brought out support by the U.S. government and the UN; but at the same time it also generated statements from the UNASUR [Union of South American Nations], of the governments of the region such as Venezuela, Bolivia, Argentina, Paraguay, and also of Colombia, Chile and Peru.
It is also necessary to point out that most of the social organizations, which have demanded their aspirations, have created lines of demarcation and denounced the real or supposed actions of conspiracy of the right, of the old ruling parties, the oligarchies and imperialism. In this way CONAIE [Confederation of Indigenous Nationalities of Ecuador], ECUARRUNARI [Movement of the Indigenous People of Ecuador], the trade union federations, the Popular Front and all its organizations have stated this, so that the accusations of a conspiracy fall by their own weight.
The Head of the Joint Command of the Armed Forces, General Ernesto Gonzalez, himself supported the constitutional order and insisted on the request for the revision or elimination of the Public Service Law, the cause of the conflicts, when he appeared on the unlimited and obligatory broadcast on all the mass media of the country as ordered by the government. He also stated to the media the request by all the spokespersons of the rebellious police that their needs be attended to. The well-known "conspiracy against democracy" that the government and its servants denounce, does not exist at all......
The events were serious and generalized, but they got out of hand, when displaying his arrogance, in an openly imprudent attitude, Correa went to face the rebels and received the rejection, even the irascible excesses, of those in the Quito Regiment; he remained isolated in the Police Hospital from where during the night he was removed by a surprising and disproportionate military operation which was spread by radio and TV to the whole country, putting at serious risk the life of the chief executive himself, causing several fatalities from this action, tens of wounded, serious damage to the facilities of that hospital.
After his spectacular exit, Correa arrived to the applause and cheers of his supporters at the Grand Plaza, to repeat his authoritarian, arrogant and intimidating poses; to accuse without proof, to distort the truth and to call for "public punishment", that he "will not forgive or forget" the conspirators, etc.
We revolutionaries, communists, workers and peoples know clearly that democracy is an achievement of the masses won over hundreds of years and therefore we defend it despite its limitations and exclusions. Representative democracy is an expression of the power of the ruling classes, it protects their interests; for the great majority, for the working classes, it continues to be rhetoric in whose name it excludes them and rides roughshod over them. Knowing these concepts clearly, the social struggle, the actions of the workers and peoples, even the rebellion of the police troops, did not propose or plan to break the institutional life of the country and even less is it the result of the conspiratorial desires and coup makers of the right, the old ruling parties and imperialism. The road of the workers and peoples, of the revolutionary left is clearly defined, it is the independent march in search of its definitive liberation and in the daily struggle for its social and democratic rights, aspirations and gains.
We must state, nevertheless, that the governmental sermon that a "coup d'état" took place was successful and it confused a sector of public opinion within the country and abroad. In the popular arena things are clear. The events of yesterday are a new episode in the social struggle.
Beyond the vindictive and retaliatory attitudes and the sanctions that the regime applies, it leaves deep wounds in the police troops and various social sectors; the government of the "citizen's revolution" that is now singing victory should know that the struggle of the workers, the youth and peoples continues; because we continue to be in crisis, injustice is continuing, social inequalities are increasing and acts of corruption are everywhere and not sanctioned. The energy, the social struggle and the aspirations for real change continue to be a banner for ever larger sectors of our people. The popular consciousness grows!
Let us demand the elimination of presidential vetoes and the anti-popular and anti-national elements of the related laws such as the reforms of the Hydrocarbon Law, the Law of Territorial Order, of Public Services, Higher Education, the Code of Public Finances and other that harm the workers, youth and peoples. Similarly, we demand the immediate abrogation of the "state of emergency," because the government itself has stated that there is no internal commotion.
Today it is time to work more insistently for the unity of all the sectors that defend our just aspirations, social gains and rights; for those of us who are fighting for a future better. This is, without a doubt, the strength of the peoples, this is the guarantee of our victory!

Correa without his mask

After being elected president of Ecuador in 2009, by promising to make dramatic changes in his country, in what he called a "citizen revolution", Rafael Correa left side of his program of change and began to adopt a neoliberal policy of tightening the salaries of civil servants, budget cuts in social programs, strong repression of the popular movement and total subservience to the U.S. government.
The police riot that occurred on September 29 was not therefore an isolated incident. For months the popular movement held strikes and demonstrations demanding better living conditions and dialogue with the government of Correa. He, however, refuses to engage with popular organizations and orders to arrest anyone who criticizes his government, as it did with the student and president of the Federation of University Students of Ecuador (FEUE), Marcelo Rivera, who was arrested nine months ago under the infamous prosecution of terrorists.
Indeed, an intense struggle is unfolding in Ecuador. On one hand, a people conscious of their rights and their strength, that does not accept a government that demeans the union movement, indigenous peoples, peasants, teachers and leftist parties and disregards their rights. On the other, a president who although elected by the people, behaves arrogant and dictatorial.
Correa's coup
On day 29, the police and much of the country's armed forces revolted against the arbitrary decision of Rafael Correa to end the payment of bonuses to the military, which would lead to a reduction in current salaries by more than 30%.
Aware of the uprising, Correa, of malice aforethought, went to the Rules of Quito, where the police were holding a demonstration. Entered the building and no one beat him or touched him. Correa asked for a microphone and was attended by police officials, who expected the president declared to be favorable to trading. But Correa was surprised and began to provoke the police saying, "You are an ungrateful group of thugs." "If you want to kill the president, here it is! Kill me. "
The police started yelling and Correa could not talk anymore. An aide put a mask against the gas pumps, the same as Correa ordered the police to play against the striking teachers.
Strangely, Correa was the one who got sick. No advisor to the president even without the mask had nausea or staggered.
After provocation, Correa asked the Army to withdraw to the barracks, although he was not arrested. Next was the Palace and gave an interview accusing the police of seeking to make a coup.
However, Correa himself was giving the coup against democracy in Ecuador to declare state of emergency to suppress freedom of organization, expression and manifestation
and give the army the right to raid homes and arrest anyone who wants without court authorization. Correa measures were immediate and strong support of Hillary Clinton, Secretary of State of the United States. There is even suspicion that before the decree, Correa called the White House.
Democracy is at risk but in Ecuador. But the main conspirator against it's own that President Correa wants to rule in a dictatorial manner as he revealed his decree establishing a state of siege against the people who decided to build a nation free from foreign domination and that no longer accepts being deceived or humiliated.
This is Rafael Correa unmasked.
The people of Ecuador have a rich history of struggle for freedom and always defeated those who underestimated him. Today, most live a hard fight for independence and against the traitors of the motherland. Not the first nor the last, but in the end will win again.

Statement of the New Democratic Marxist-Leninist Party on the 18th Amendment to the Constitution of Sri Lanka

Press Release

4th September 2010

The future will be bleaker than the present for all working people and oppressed nationalities. The Eighteenth Amendment to the Constitution awaiting passage through Parliament seems a harbinger of that. Every aspect of the amendment seems designed to send to the grave the few freedoms and democratic rights that the people have enjoyed so far. At the same time, it paves the way for implementing a more fascistic dictatorship than what we have today. The indifference of the people who do not seem to realise the inherent dangers of the amendment will exact heavy price. Those who are at the forefront to reinforce such a dictatorship by an individual and their collaborators are knowingly betraying the country, the working people and oppressed nationalities. Hence the New-Democratic Marxist-Leninist Party urges that the people should understand the ulterior motives of the Eighteenth Amendment to the Constitution awaiting passage through Parliament, and oppose and reject it.
The General Secretary of the Party who expressed the above view on behalf of the Central Committee on behalf of the Politburo of the Party further added in his statement that all the constitutions that have been introduced during the colonial period and after have failed to reflect the aspirations of the people. They had as their basis the interests and needs of the affluent and wealthy classes and the forces of imperialism that sided with them. The present constitution allowing the practice of personal one-party dictatorship was introduced in the same manner by JR Jayawardane. During the past thirty-two years this country and its people have undergone continued suffering under it. The Eighteenth Amendment is being introduced in defiance of the expressed wish of the people that such a constitution should be rejected outright and with the ulterior motive of further reinforcing personal one-party dictatorship as well as prolonging the rule by a family.
Therefore everyone who cares for the working people and oppressed nationalities of the country should oppose the Amendment. The New-Democratic Marxist-Leninist Party in its statement also urged the genuine left, democratic and progressive forces to come forward to work in unity to secure and defend democracy and the welfare of the people along the path of totally transforming the present constitution.

PCMLE: Something stinks ...

Something stinks ...

With a huge military deployment, only applicable for large battles, the Colombian army, monitored and directed from the Pentagon, bombed the rebel camp of the FARC-EP in which the commander Jorge Briceno, Mono Jojoy was, causing his death Like others of his comrades. The joy of Colombian President, Juan Manuel Santos is enormous cause of this "success" and criminal operation. Days before this event, the armed forces of that country dealt a further blow to the insurgent group, for that Santos gave thans by the cooperation of the Army of Ecuador.

In these same days the U.S. government approved the award of an additional $ 15 million for the implementation of Plan Ecuador, according to its inspiring, aims to combat drug trafficking and promoting development in the Ecuadorian side of the border with Colombia. It came amid official visit to the Ecuador defense minister, Javier Ponce, made to the United States, where he met with Pentagon chief Robert Gates. About the things that are knew in public Ponce asked to US insist Colombia to makes a militarily control in the border with our country. Surely the Minister will have arrived in other agreements on behalf of the Ecuadorian government. Ecuador has deployed more than 10 thousand militar effectives on the border with Colombia, a figure never covered in the past, fulfilling the role of retaining wall to the Colombian rebel forces, the military readiness necessary for the implementation of Plan Colombia. Since Hillary Clinton was here, on this land was also the secretary of state of the U.S. to Latin America, Arturo Valenzuela, Javier Ponce now visit the Pentagon and Juan Manuel Santos thanked the Ecuadorian government for their military service in the counterinsurgency fight. There are not simple visits, are manifestations of a government policy of rapprochement and agreements with U.S. imperialism. Something stinks in Carondelet.

All together, to refuse to pay for the crisis

For international solidarity

General strike in Spain, demonstrations in Italy, Greece, France and international demonstration of trade unions in Brussels. The 29th of September is an important day of mobilization for the working class and the working people to refuse to pay for the crisis, to say "no" to the plans of austerity that neoliberal and social-liberal governments, the European Commission and the IMF want to impose on us. They have begun with Greece and the workers and the people of this country have been the first to say “no”, with the support of the workers and people of the other countries who have expressed their solidarity.

Everywhere, the aim of reducing the social budgets is to carry out a huge transfer of wealth from the Labour in favour of Capital, to guarantee the profits of banks, of the biggest monopolies. Hundreds of billions of public money are given to banks and big firms to save the profits of shareholders. Eleven million of millionaires in the world are getting richer, whereas more than one billion of human beings suffer from utmost poverty.

The bosses are firing massively by putting workers in concurrence on the European and international level. They blackmail on working places in order to lower the wages and impose flexibility, the generalization of part-time jobs, imposed mainly to women.

Governments are privatizing and dismantling the systems of social welfare, gained by the struggles of the workers, and more specifically the system of pension, in order to offer new markets to banks and private insurance companies, to private monopolies. By struggling against privatizations, for better wages, for jobs, the workers of public sector of education, health are also struggling for the popular sectors that need these social services.

In order to launch this frontal attack, bosses and governments try to divide the people, by developing chauvinism and racism, as we can actually see in France with the ugly campaign against Roma and immigrants. They want to criminalize the social movement bu reinforcing the control and repression against the" dangerous classes" ; the Youth, the inhabitants of poor suburbs and all those who resist to this policy of social regression.

The workers are struggling all together, to defend their rights and the same rights for all, even for the undocumented workers who are part of the working class.

The fierce concurrence for the control of markets and primary resources is expressing itself in conflicts and wars. The ugly war waged by imperialist powers and their armed weapon, NATO, against the people of Afghanistan, has also as the background the control of the gas pipe-lines and the raw material of this country.

Therefore, we say; "we shall not pay for your crisis; we shall not pay for your wars"

Let’s develop the solidarity, the support to the struggles and resistances, between the people of all the countries

In all countries, workers and peoples’ resistances are developing, to oppose the attacks of Capital and to reject this policy of putting us in concurrence each others. The class solidarity is our weapon for developing the support of their class brothers to the workers of each country, in order to combat all together.

The crisis of the capitalist system is severe; its social and environmental dammages, the conflicts and wars due to this crisis, make it urgent and necessary to impose a policy which provokes a rupture with this system; a policy of unity and struggle, unifying all the victims of this system.

As parties and organisations referring to the working class, we claim our conviction that the only true, lasting and effective issue to the crisis of capitalist imperialist system makes necessary its reversal and the establishing of socialism.

Hail the struggle of the working class, of the youth, of the people, to refuse to pay for the crisis of capitalism!

No to austerity!

The oligarchy has to pay for their crisis!

Hail the international solidarity!

Right and “Left” Theories for Greece getting out of the crisis

We are preparing an article in English on the various theories for Greece getting out of crisis and our position on the matter.

The article can be summarised to:

- Unilateral suspension of payments – Greece out of Euro-EMU-European Union

- Against the local big capital’s current strategic choice of Greece STAYING within EMU-Euro-EU, with the open support of the big bourgeois parties (PASOK-ND-LAOS), as well as the silent support of socialdemocratic parties (“K”KE-SYN) and organizations of the Extraparliamentary Left (KOE-NAR-ANTARSYA-KKE m-l -ML-KKE, etc.)

The article will be ready for the next issue of “Unity & Struggle”, the theoritical organ of the International Conference of Marxist-Leninist Parties and Organisations (ICMLPO).
